Responsibilities

The Port Authority of New York and New Jersey is a bi-state public agency operating some of the busiest and most important transportation links in the New York / New Jersey region including John F Kennedy, LaGuardia, Newark, Teterboro, Stewart and Atlantic City airports; Seaport facilities such as the New Jersey Marine Terminals at Port Newark, Elizabeth Port Authority Marine Terminals, Port Jersey Terminal, and New York Marine Terminals at Brooklyn Piers and Howland Hook Terminals; Interstate facilities such as the Lincoln and Holland Tunnels, and the George Washington, Bayonne, Goethals and Outerbridge Crossing Bridges; World Trade Center, and The Port Authority Trans Hudson Corporation (PATH), the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.

The Port Authority Structural Engineering Design group provides engineering design services and prepares preliminary and final documents for planning and construction at these critical regional structures within the Port Authority jurisdiction.  The structural engineering group is part of a multi-discipline group of engineers and other design professionals that form the Engineering Department of the Agency.

Under the general supervision of the Chief Structural Engineer, Engineering Department - Design Division, the successful candidate will be responsible for structural design services for Port Authority JFK Redevelopment Program, through year 2024. The successful candidate will also be responsible for directing, advising, performing, guiding, and leading structural design activities; managing resources to achieve goals and prioritizing work assignments to deliver projects within the established scope, schedule, and budget. This is a Project Position.

Structures include, but are not limited to:

  • Bridge Structures
  • Tunnels, and other underground structures
  • Ventilation Buildings, Substations
  • Airport Terminals, Passenger Stations and Tolls Structures
  • Airport Runways
  • Signage Structures and Retaining walls
  • Passenger Rail facilities including Light Rail Structures

Responsibilities

  • The Principal Structural Engineer will be responsible for professional design services for state of good repair work and ongoing Capital projects for buildings, bridges, and other structures, at airport facilities.
  • The successful candidate will also be responsible for directing, advising, performing, guiding, and leading structural design activities at these facilities; managing In-house and Consultant resources to achieve goals within budget; and for prioritizing work assignments to meet project objectives in association with the Capital Plan.
  • Managing structural engineering resources including the assignment and supervision of structural engineering staff inspection, condition evaluation, structural analysis including load rating of bridges, preparation of drawings, and construction support services.
  • Overseeing the structural Quality Control Program for in-house designs; and auditing consultants’ design in terms of quality, constructability and cost effectiveness. 
  • Supervise and review the preparation of Contract Documents for design-bid-build (DBB) contracts, consisting of design criteria, design alternative evaluation, technical studies and other planning documents, contract drawings, construction staging/phasing plans, technical specifications, as well as design and construction cost estimates and schedule.
  • Supervise and review the preparation of Request for Qualifications (RFQ) and Request for Proposal (RFP) Documents for design-build (DB) contracts, including bridging documents consisting of the Requirements and Provisions for Work (RPW), Conceptual Design Drawings, technical specifications, and cost estimates for design and construction.

Responsibilities shall also include but are not limited to:

  • Reviewing the preliminary conceptual design work and planning for Capital Projects and Major Work Programs. 
  • Providing guidance and direction in Engineering design, including technical analysis and associated economic studies and making associated recommendations.
  • Ensuring that projects are coordinated with the Port Authority Engineering Department’s Materials Engineering Unit, Quality Assurance Division, Construction Management Division, Contracts Division, Engineering Program Management Division, all other disciplines, Line Department, and outside entities.
  • Ensuring contracts minimize disruption of normal facility Operations through staging and construction sequencing.
  • Ensuring that consultant designs conform to the Scope of Work, codes, Port Authority Standards and costs are kept within budget.
  • Act as the primary technical contact with the Line Department and provide expert advice on infrastructure needs, and capital and operating programs development.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Civil Engineering from an ABET accredited engineering college or university.
  • Professional Engineers license in the State of New York.
  • Minimum of 15 years of professional structural design experience, with a high concentration in building and bridge construction.
  • Demonstrated supervisory experience overseeing planning and design of routine and large- scale building and bridge construction projects, with strong knowledge of PA procedures and policies, as related to Engineering Design.
  • Demonstrated experience in problem solving, negotiations and conflict resolution skills to effectively reach sound conclusions and recommendations.
  • Structural inspection experience.
  • Working knowledge of all local codes and ordinances governing the design of buildings, bridges and port structures, including but not limited to the AASHTO Specifications for Highway Bridges, NYSDOT and NYCDOT design standards, NYC Building Code and UBC Code.
  • Valid driver's license.

Desired

Ideal candidates will present the following profile:

  • Master’s degree in Civil Engineering from an ABET accredited engineering college or university.
  • Experience managing a full-service staff of at least 5 professionals engaged in all phases of Structural Engineering, including but not limited to inspection, three-dimensional finite element modeling, structural analysis, evaluation, load rating, design and construction support services.
  • Engineering design for vehicular and aviation transportation facilities.
  • Proven ability to lead, manage, and prioritize multiple high-profile multi-discipline engineering assignments.
  • Ability to demonstrate strong conceptualization, problem solving, and decision-making skills from experience in planning, directing, and managing both routine and large-scale transportation programs and projects.
  • Excellent organizational skills with the ability to work independently and prioritize as required.
  • Proficiency in preparing contract drawings.
  • Excellent oral and written communication skills commensurate with the supervisory responsibilities of the position.
  • Superior presentation skills including experience making presentations to all levels of staff and outside stakeholders.
  • Proficient in the use of software applications, such as Microsoft Excel, Word, PowerPoint and TEAMS.
  • Demonstrated experience and proficiency in use of computer software for structural analysis and design.
