Senior Program Manager – Project Controls

Responsibilities

Reporting to the Chief of Operations, the Senior Program Manager – Project Controls is responsible for but not limited to the following: 

Ensure the Engineering Department’s project control processes and procedures facilitate the on time and within budget delivery of Capital and Operating projects and support timely and informed decision making by staff and executive management. 

Provide leadership and guide the implementation of Schedule Management, Earned Value Management, Risk Management and Performance Reporting throughout the department. 

Use industry best practices to enhance project delivery by coordinating the incorporation 3D Building Information modeling, 4D Scheduling, 5D Cost Estimation and 6D Enterprise Asset Management. 

Collaborate and support the Project Delivery teams responsible for delivery of Capital & Operating projects with enhanced reporting tools such as dashboards and developing key project indicators to determine the relative risks.  

Coordinate and assist in the development of the Present and Planned workload meetings and project related reports.  Including the coordination of state of good repair scoring meetings. 

Provide support to the department in performing time impact analysis with goal of minimizing claims. 

Act as a liaison to the Project Management Office, providing timely, accurate and consistent Engineering project control information as inputs to agency capital and operating plan updates. 

Responsible for the management and the supervision of a unit of professional Project Controls staff (Port Authority & Consultants) that support the Agency’s Capital and Operating Programs 

Responsible for developing or maintaining Department training, policies, procedures, and manuals. 

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor's Degree in Architecture, Engineering or other related field from an accredited college or university 

  • A minimum of 7 years’ experience in either planning, scheduling, estimating, resource management or cost controls applicable to engineering and/or construction.  

  • Knowledge of project management principles, project controls, schedule management, estimating and cost control. 

  • Ability to manage costs and schedules, analyze and prepare monthly cost reports as well as measure and monitor progress.  

  • Proficiency in agency software systems. 

  • Experience with reviewing schedules developed in Primavera Software (P6).
