Principal Business Manager

Reporting to the Deputy Director, and the Chief Technology Officer, the successful candidate will be responsible for managing a wide range of Human Resources and Administrative functions for the Technology Department.

Areas of responsibility include:

  • Staffing Management: Lead efforts with Unit Managers and Assistant Directors to fill vacancies expeditiously with qualified individuals; prepare, review, and edit job bulletins; coordinate the interview process for all vacancies; actively manage vacancies and other position related matters through coordination with HR and TEC Staff.  Provide measurable status updates on all active recruitments and vacancies.
  • Business Administration: Provide an optimal level of service on all administrative functions, including all HR policies, processes, procedures, and correspondence; performance management for non-represented staff; travel; equipment, board process; special events and functions; tuition reimbursement; TransitCheks; invoice payment; generating weekly and monthly reports; employee programs, etc. Provide guidance and policy interpretation to Technology staff on all business administrative matters.
  • Office Space Management: Liaise with Operation Services on office space management; maintain seating chart and ensure office space signage is kept up to date, physical security and staff safety ensuring all relevant forms and email notices are completed upon request.


  • Presentation Specialist - Create internal and external PowerPoint presentations for the Chief Technology Officer.



Candidates must present the following qualifications to be considered eligible for this position:

  • At least seven years increasingly responsible experience managing administrative, human resources, or other business programs / processes.
  • A Bachelor’s Degree from an accredited college or university may substitute three years of related experience as noted above.



    Ideal candidates will present the following profile:

    • Supervisory / managerial experience related to both non-represented and represented staff
    • Knowledge and ability to manage and apply organizational policies and procedures, including those related to administration, human resources, budgeting, and payment authorization processes.
    • Demonstrated ability to work independently, organize a demanding workload and manage multiple tasks within tight timeframes
    • Demonstrated analytical skills, including the ability to interpret and analyze researched data and procedure statistical reports and charts
    • Excellent interpersonal skills with the ability to deal effectively with all levels of staff
    • Must possess excellent written and verbal communication skills, including the ability to listen effectively as well as exhibit a professional demeanor and confidence.
    • Demonstrated ability to read, interpret and apply policies in a dynamic and diverse environment
    • Proficiencies in PeopleSoft, Outlook, Excel, PowerPoint, Teams, WebEx
    • Strong organizing skills with the ability to establish plans, set priorities, coordinate activities, assign tasks, manage time and multi-task.
    • Direct experience using PeopleSoft and SAP



    • Knowledge of human resources and board authorization processes
    • Experience and/or training as a paralegal
    • Proficiency with ServiceNow, Salesforce or other online support portals
    • Comfortable learning new software
