Lead Benefits Analyst (HRIS)

The Port Authority of NY & NJ is seeking a talented Benefits Analyst to join our Human Resources Department Benefits team.  This role has overall accountability for the administration of employee benefits and provides expertise and insight on employee benefits and the management (system analysis, configuration, and data integrity) of the PeopleSoft Benefits module. With technical systems support provided by the Port Authority's PeopleSoft Application Management Services (AMS) vendor, the incumbent has deep functional knowledge of PeopleSoft benefits modules and Port Authority benefits. The Benefits Analyst is responsible for conducting detailed analysis, facilitate system configuration, maintain functional and technical documentation, and participate in user acceptance testing. The incumbent is also responsible for coordinating production reviews, signing off on the stability of all newly released projects into production, completing a transition to operations for ongoing support, and coaching of benefits staff in the use of PeopleSoft's capabilities.

Responsibilities include but are not limited to:

Working with the Benefits team as well as other areas of the Human Resources Department to discuss benefits business issues, translate functional business requirements into technical requirements, set expectations, and conduct analysis activities.

Provide systems expertise, build the Benefits Division's technical knowledge, identify, and perform root cause and impact analysis on system related issues and act as a liaison between the business and The Port Authority's Application Management Services (AMS) vendor staff to develop system solutions.

Work with the AMS vendor staff to coordinate management of PeopleSoft benefits functionality including vendor interfaces, translating business requirements into system specifications, and setting priorities for vendor work efforts.

Review requirements, perform gap and/or complex impact analysis, and conduct as appropriate, data and systems analysis in preparation for configuration.

Conduct benefit system audits to determine adequacy of internal controls and identify operational inefficiencies.

Manage the delivery of the acceptance testing process and identify acceptance test scenarios; review test plans, standard operating procedures and provide training to Benefits staff on newly released functionality.

Manage PeopleSoft benefits setup, i.e., updating eligibility rules as union contracts change.

Troubleshoot and assist with day-to-day PeopleSoft benefits administration/operations issues; create ad-hoc queries as needed.

Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems to eliminate non-value added transactions.


-Bachelor's degree in Human Resource Management or Computer and Information Technology or a related field. 

-3+ years of relevant work experience required including 1+ years in a supervisory capacity. 

- 6+ years of relevant work experience including 2+ years in a supervisory can be substituted for the degree requirement.

-Demonstrated knowledge of PeopleSoft HRIS and benefit databases (base benefits and benefits administration).

-Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs.  


The ideal candidate will present the following qualifications profile:

-Experience with benefits administration, with a concentration on Health Plans.

-Strong people and project management skills with the ability to teach and balance multiple tasks.

-Knowledge of human resource systems capabilities and functionality with experience in the specification and implementation of software solutions.

-Experience with project-based work structures, project lifecycle models, etc.

-Ability to work within a cross-disciplinary team of human resources, payroll, technical services, and vendor staff to ensure coordinated management of the PeopleSoft ERP at the Port Authority.

-Experience with managing the PeopleSoft Employee Self Service and Open Enrollment employee-facing benefits functions.

-Ability to communicate ideas in both technical and user-friendly language.

-Knowledge of applicable data privacy practices and laws.

-Excellent written, oral communication, listening and interpersonal skills.

-Able to prioritize and execute tasks in time-sensitive situations with a keen attention to detail.

-Experience working in a team-oriented, collaborative environment.

-Solid Microsoft Office Suite skills, especially MS Excel.

-Experience with other HCM modules, preferably with Oracle’s PeopleSoft application
