Talent Management Specialist

Under the direction of the Manager, Talent Strategies and Engagement, the specialist will work as a front-line Talent Management representative, responsible for interacting with employees and vendors to ensure that our initiatives are executed with the highest level of quality and efficiency. The Talent Management Specialist is responsible for supporting the execution of learning, development, and talent management, and other initiatives to develop employee capabilities across the Port Authority. The role is pivotal in ensuring that Talent Management initiatives and processes run smoothly. This is a great opportunity for someone with experience in administration, project development and project management, who is proactive, agile, collaborative, and has a passion for customer service and learning.

Responsibilities include:

  • Coordinate the implementation and day-to-day oversight of talent management programs, processes, and employee support tools effectiveness by applying substantiated large and complex project management and change management principles.
  • Coordinate across and within the HR and TEC organizations to design, automate and implement talent management programs make updates, changes and manage talent management related modules. Organize User Tester Experience and Acceptance before launching changes or new programs.
  • Support the implementation administration of performance management, talent review, succession, competency programs and processes including data analysis
  • Act as a liaison with internal and external partners/vendors to facilitate Talent Management Team initiatives (i.e., file contracts, act as a point of contact, facilitate onsite visits)
  • Continuously capture and update materials and systems to document Talent Management processes, procedures, and activities (e.g., creation and maintenance of standard operating procedures, development of project plans)
  • Create visually compelling and collaborative communications and enablement solutions.
  • Act as primary point of contact for training participants (e.g., notify applicants of training acceptance or regrets, send training invites, answer questions, address employee requests, manage training email box, etc.)
  • Contribute to the work to define measures and evaluate the impact of programs to help continually optimize and maximize results
  • Interact with employees and internal partners to develop clear understandings of their challenges and requirements, managing those requests appropriately with recommendations.
  • Support the execution of classroom-based training programs including making announcements, and supporting facilitator as necessary
  • Use the Learning Management System to track training enrollment/attendance/compliance and run reports as necessary
  • Use qualitative and data analytics to evaluate program and process effectiveness; and simplify complexity of data for stakeholders with the goal of influencing and informing all levels of the organization
  • Survey, track, analyze, and report on training outcomes
  • Collaborate and support other HR divisions as appropriate (e.g., proctor exams)
  • Other coordination duties as necessary




  • 4+ years of Human Resources Talent Management experience, or relevant global HR project management experience.
  • Bachelor's degree in HR or related field (Business Administration, Industrial Organizational Psychology, Psychology, Economics, Sociology, Industrial Relations, Labor Relations etc.) or equivalent experience
  • Applicants must meet all performance and attendance standards and have completed all probationary periods. (Internal Candidates)
  • Clear understanding and experience implementing Talent Management processes and fundamental principles
  • Experience implementing new HR programs end to end
  • Effective communication skills to effectively relate across all levels in the organization Establishes and maintains effective working relationships at all levels of an organization.
  • Strategic thinking that is pragmatic and sensible
  • High attention to detail at handling multiple competing priorities and duties in a fast-paced, rapidly changing environment with minimal daily oversight
  • Self-starter with excellent time management, prioritization, and organizational skills
  • Comfortable with ambiguity
  • Effective listener with the ability to incorporate input from multiple sources to inform an agency-wide solution
  • Motivated to learn and broaden experiences through managing a variety of initiatives within the talent management areas
  • Experience coordinating with external vendors
  • Proficiency in MS Office Suites






  • Proficiency with computers as well as PeopleSoft and Microsoft Office (PowerPoint, Excel and Word), and Outlook
  • Led major talent management projects from E2E independently
  • Demonstrated experience in independently organizing multi-faceted work calling for strong coordination, administration, analytical and critical thinking skills, and ability to make decisions under strict deadlines
  • Ability to adapt easily and operate effectively in the face of change and shifts in priorities
  • Customer focused with superior organization skills, detail oriented, problem solver
  • Prosci™ Change Management or similar certification
  • SHRM or similar Human Resources certification e.g, CCP, GPHR etc.
