Major Capital Projects has overall responsibility for the design and construction delivery of the reconstructed Port Authority Bus Terminal (PABT), Port Authority Trans-Hudson (PATH) Extension to Newark Airport (EWR), World Trade Center (WTC) site as well as the Cross Harbor Freight Program, and management of World Trade Center Department contracts and other projects assigned to it. 

  • Reporting to the Assistant Director, this position is a vital member of the department serving as a key business partner managing  aspects of design and program management from initial planning in Stage 1 through Stage 5 (construction through closeout) of the PABT Replacement Program, the PATH Extension to EWR East Side with both internal and external stakeholders, such as Engineering, Tunnels Bridges and Terminal (TB&T), PATH, GOCOR, Amtrak, Metropolitan Transit Authority (MTA) New Jersey Transit (NJT), Federal Highway Administration (FHWA), Federal Transportation Administration (FTA), New York City Department Of Transportation (NYCDOT), New York State Department Of Transportation (NYSDOT), New Jersey Department Of Transportation (NJDOT), elected officials, design and program consultants, construction managers, contractors, etc. 
  • The selected candidate will be responsible for managing assigned project life cycle including initiation, development, implementation, closeout and control.  The selected candidate will function as liaison with key staff in resolution of conflicts among both internal and external project stakeholders that may impede project success. The ideal candidates will demonstrate experience in the following areas:
  • Development of a comprehensive scope of work, schedule, and budget in discussions with facility staff and obtains concurrence from various stakeholders
  • Leading the authorization process and administers assigned projects through the Agency’s gating processes for advancement by preparing authorization documents, briefing folders, support materials, and presentations as necessary
  • Leads the formation of integrated project team for assigned projects and provides clear direction, through project plans, to team to meet all delivery goals
  • Conducts frequent meetings with all stakeholders including facility forces, management, Engineering, vendors, and contractors, etc. 
  • Coordinate efforts to acquire the necessary internal and external resources, including appropriate professional services, to advance the assigned projects through their life cycle
  • Monitors project status to ensure adherence to scope, schedule, budget, and concurrence by stakeholders in the development of design and construction documents
  • Negotiates, mediates, and resolves conflicts. Takes corrective action in a timely manner and escalates matters for resolution where required 
  • Prepare project status reports for supervisors, senior and executive staff
  • Advances projects through established milestones, developing and implementing recovery plans for unanticipated delays 
  • The candidate must have excellent negotiating and communication skills to drive the timely completion of design & construction.
  • The selected candidate will oversee the schedule(s) and budget(s) in adherence with the authorized scope for all associated projects to ensure that the programs are completed within budget and the contracted schedule.  This includes coordination with Facility Operations, Line Departments, stakeholders to minimize impacts to operations; construction staff for final inspections and punch-list work, resolving design and construction problems requiring Engineer of Record involvement, and ensuring Permits to Occupy/Use are formally issued and contract closeout process is followed; negotiating Change Orders and the settlement of potential consultant and contractor claims; managing the procurement of major contracts; and managing the authorization process to ensure planning, design and construction Board actions are both timely and complete.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Architecture, Engineering or Planning from an accredited college or university and at least 10 years of experience in the field.
  • Minimum of 10 years of progressively more responsible experience managing diverse team of in-house and consultant staff on major capital projects, preferably at the mid to senior level.
