Sr. Transportation Programs Analyst

Responsibilities

Reporting to the Manager of the Revenue Recovery for E-ZPass Operations, the selected candidate will support the toll collection revenue recovery program with specific responsibilities for assisting in toll violations analysis, supporting recovery via the New York State Department of Motor Vehicle (NY DMV) vehicle suspension program, and the Massachusetts registration renewal hold program. This position may include off-hours and part-time weekend responsibilities in support of PAPD and regional law enforcement field activities. The selected candidate will aid in real-time pursuit of violators through the following activities:

• Compilation of evidence to escalate violations to collection agencies.
• Compilation of supporting documentation for vehicle suspension of persistent violators through the NY DMV registration suspension program.
• Running queries and generating reports related to violations.
• Conducting research of violation accounts using Vector and Crystal reporting systems. 
• Facilitating a Managed Accounts program to help improve revenue collections rate, by assisting with reconciliations for business and individual violation accounts.
• Support verification of tolls/administration fees owed during real-time PAPD field enforcement.
• Coordinating with other toll agencies on violations processing and collections.
• Work with third party collection agency on the collection of outstanding debt.

The selected candidate will be required to run queries, conduct research and analyses, and communicate findings with customers, with contractors, and various levels of staff throughout the Agency.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

• Bachelor’s Degree from an accredited college or university.
• 1-5 years’ relevant work experience in data management, accounting, and/or customer service with quantitative and analytical skills.
• Excellent written and oral communication skills, including experience in summarizing results of analyses.
• PC proficiency with experience in Microsoft Office applications, with strong experience in Excel and Access.
• Strong research, analytical and organization skills.
• Ability to gather data, perform process analysis, and provide recommendations.
• Experience collaborating with outside contractors and consultants.

Desired

Ideal candidates will present the following profile:

• Experience with cold calling customers, negotiating debt, and debt collection practices.
• Experience with account management/client relationship management.
• Experience working with SharePoint and/or Power Automate workflows is a plus.
• Strong organizational, verbal, presentation, and written skills.
• Strong time-management skills and critical thinking skills.
• Demonstrated ability to work under pressure and meet tight deadlines.
• Demonstrated productivity in a team environment.
• Process-orientation with a strong bias for action.
• Knowledge of toll systems and/or back-office operations is a plus
