This position is with the Office of Sustainability (OS), the department that leads Agency sustainability policy, target-setting, reporting, and project/program development and implementation. The Port Authority is the first US transportation agency to align with the Paris Climate Agreement in 2018, and to adopt a 50 percent by 2030 and net-zero greenhouse gas reduction target in 2021 to align with goals of the U.S. federal government. This position will play an instrumental role in helping the Agency achieve its climate action ambitions by developing and implementing programs and projects that directly reduce agency greenhouse gas emissions. This role involves tracking and vetting innovations in the sustainability and energy space to determine applications within Port Authority business lines, and implementing change management efforts, as needed. 

Reporting to the Technical Solutions Lead, the selected candidate will serve as Project Manager, Technical Solutions supporting the development and implementation of energy and decarbonization programs. Projects will include energy efficiency, renewable energy, water conservation, distributed generation, solar, central plant decarbonization and energy storage.  The incumbent will be responsible for tracking technological and regulatory developments that will have an impact on the net zero projects the Port Authority is pursuing.

This position provides an opportunity for a highly competent, creative, driven candidate to interface with various Port Authority departments and learn about energy, water and decarbonization technology and strategies through planned implementation at the agency’s NY and NJ facilities.  The assignment will also aid the agency by advancing other beneficial energy-related projects and promote advanced energy and utility management practices. 

Please note, Sustainability Project Manager, Technical Solutions will be the working title. The official title reflected in the system will be Project Manager.


  • Develop and execute agency-wide decarbonization program including energy efficiency, water conservation and distributed generation projects by assisting with development and execution of projects during the planning, design, construction, and close-out efforts;
  • Identify new pipeline of projects for energy/water efficiency, renewable/distributed energy, energy storage or other energy-related projects by evaluating consumption, relative energy costs and other operating characteristics of Port Authority facilities;
  • Perform cost-benefit and other financial analyses for agency-wide decarbonization programs and incremental milestones;
  • Facilitate the efforts of multiple staff departments as required;
  • Monitor program/project development by tracking scope, timeline, and associated cost impacts;
  • Negotiate and execute complex contract strategies including but not limited to, contract changes, acceptance of constructed work and approval of payments and other contract requirements as needed;
  • Track energy market, regulatory developments and technology advancements related to energy and water.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Energy Management, Engineering, Construction, or a related discipline with aptitude in Project Management and Economics;
  • Minimum 5+ years of experience, building operations, engineering, construction, asset management or related field;
  • Demonstrated knowledge of business practices as they relate to project implementation, including basic principles of accounting, financing, and budgeting, creativity, and problem-solving ability;


Ideal candidates will present the following profile:

  • Advanced degree in Energy Management, Energy/Environmental Policy, Public Administration, Engineering, Business, or related field with aptitude in Economics and Finance/Accounting preferred;
  • LEED AP BD+C, LEED O+M, CEM and the Project Management Professional (PMP)preferred;
  • Management and organizational experience, including coordinating with facility staff, stakeholders, and contractors, in developing, implementing, and managing project plans, deliverables and schedules;
  • Experience with Engineering review processes, and coordination with multiple departments and facilities;
  • Knowledge of business practices as they relate to project implementation, including basic principles of accounting, financing, and budgeting, creativity, and problem-solving ability;
  • Demonstrated quantitative and analytical skills, including performance measurement;
  • Ability and willingness to learn technical subject matter related to utility metering, energy use and conservation, carbon calculations, demand response, including details about the basic building systems/equipment and interpretation of design drawing sets involved in these projects;
  • Excellent written and oral communication skills, including the ability to make concise presentations to a variety of audiences;
  • Knowledge about energy and decarbonization technologies best practices;
  • Experience in energy-related project and program coordination; monitoring and evaluation;
  • Hands-on experience with energy/mechanical equipment/technology and metering technology/installation a plus, including knowledge of related industry standards;
  • Knowledge in central plants, cogeneration, renewable energy resources, and emerging technologies and energy market dynamics;
  • Familiarity with current local, state, and federal energy policy, and legislation a plus.
