Staff Contract Specialist

Responsibilities

Reporting to the Manager, Procurement Process and Vendor Management, the selected candidate will assist the Procurement Department in maintaining compliance with transparency in procurement processes from the advertisement of procurements through the bid opening process.  The individual is responsible for working with all procurement areas on the preparation of solicitations and other related documents, the weekly creation, editing, monitoring and transmission of contract awards and amendments and the interactions with Technology to ensure correct posting of this information on the Port Authority web site.  This individual is also responsible for following up with buyers and others about pending procurement activity for posting and verification that the information posted to the web site is correct. This candidate will also back up the procurement advertising process, serve as Bid Custodian when needed, interface with internal and external customers, participate as a Planner for Procurement’s Continuity of Business plan, and collaborate with buyers on the vendor notification process.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelors Degree in business administration, purchasing management, or a related field. In lieu of a degree, a minimum of seven years business experience.

  • Demonstrated ability to organize a demanding workload, handle and deliver multiple tasks simultaneously and accurately within a tight timeframe with meticulous attention to detail.
  • Demonstrated ability to work independently and to set and meet deadlines.
  • Demonstrated skills in research, analysis and problem solving.
  • Excellent written and oral communications skills.
  • Proficiency in various desktop applications including MS Office (particularly Word and Excel), SAP and Adobe Acrobat.
  • Demonstrated ability to establish and maintain effective working relationships with staff within and outside the department.
  • Experience using SAP and Crystal Reports.
  • Knowledge of procurement policies and procedures.
  • Ability to manage change in processes and procedures.
  • Customer service orientation, to both internal and external customers.
