Responsibilities

The John F. Kennedy (JFK) Redevelopment Program is responsible for planning and delivering a world class airport that will meet the growing needs of the region in 2050 when JFK is expected to handle 100M annual passengers. To accommodate that growth, JFK’s terminals, associated apron, roads, bridges, utilities and parking, as well as the infrastructure, including AirTrain system, Cargo Facilities and Airport Fueling will need to be assessed and modernized/reconstructed. The components of the Redevelopment Program will be planned, designed and constructed by a combination of various consultant and contractors procured through traditional and innovative procurement methods. The incumbent will assume responsibility for providing supervision and guidance to PA and consultant project staff charged with planning and delivering various aspects of the Redevelopment programs.

The Staff Airport Engineer for the Physical Plant and Redevelopment at JFK closely work with and advise tenants, consultants, TAA department employees, JFK operations, Maintenance, Properties, Security, QAD and Resident Engineering groups; participates and develops Facility Project Planning - identifying project alternatives and developing functional criteria; managing alternative project delivery options; defining preliminary scope of work; coordinating facility review of design documents; convening and chairing multi-discipline meetings and preparing related minutes.

Reporting to the Manager, Airport Facility Projects, the selected candidate will be responsible for:

  • Ensuring all tenant leasehold modifications are performed consistent with the established Tenant Construction and Alteration Process (TCAP) and Tenant Construction Review Manual (TCRM)
  • verifying contract and Tenant Alteration Application (TAA) close-out process is complied with through participation in field inspections functioning as liaison with tenants and other stakeholders conducting business at the facility
  • Facility Project Planning – assisting as required in identifying project alternatives and developing functional criteria; managing alternative project delivery options; defining preliminary scope of work; coordinating facility review of design documents; convening and chairing multi-discipline meetings and preparing related minutes

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelors’ Degree in Architecture or Engineering from an accredited college or university
  • Three (3) years’ hands on experience in project management, design, inspection and/or construction
  • Knowledge of NYC Building Code requirements, construction standards, Tenant Construction Review Manual, Tenant Alteration Manual and other applicable Engineering Design codes
  • Favorable outcome for fingerprint-based Criminal History Records Check as mandated by 49 CFR 1542
  • Ability to obtain and maintain an airport Security Identification Display Area (SIDA) credential with airfield Movement Area Driving and Escort Privileges
  • Valid driver’s license

Ideal candidates will present the following profile:

  • Knowledge of airline industry business and operating practices
  • Experience and/or education across several disciplines such as airport planning, airport operations, transportation planning, project management and cost estimating
  • Knowledge of contract administration and the principles, methods and tools for developing, scheduling, coordinating and managing projects and resources
  • Demonstrated ability to work effectively with diverse groups such as tenants, contractors, vendors, government, and industry officials
  • Knowledge of Port Authority policies and procedures related to the Board Authorization process (Agenda Items, MJs and MAs)
  • Proven ability to manage and supervise others to effectuate program workload effectively utilizing limited available resources
  • Strong, proven oral, written and presentation skills along with solid interpersonal skills to interact with engineers, maintenance staff, operations personnel and airport tenants
  • Master’s degree in Business Administration or Finance
  • Proficiency with Microsoft Word, Excel, AutoCAD, PowerPoint and Project Management software
