The Port Authority of New York and New Jersey is seeking motivated aviation operations professionals to support transformational construction and redevelopment projects at John F. Kennedy International Airport in Queens, NY.
Founded in 1921, the Port Authority of New York and New Jersey builds, operates, and maintains many of the most important transportation and trade infrastructure assets in the country. The Port Authority's Aviation Department is responsible for the safety, security and efficiency of daily operations as well as development of one of the world's busiest airport systems (John F. Kennedy International Airport (JFK), LaGuardia Airport (LGA), Newark Liberty International Airport (EWR), Teterboro (TEB), Atlantic City International Airport (ACY), and Stewart International Airport (SWF). JFK International, Newark Liberty International, and LaGuardia airports are all large hub commercial airports. Together, these six airports form one of the world's premiere air transportation systems.
Under the supervision of the Assistant Chief Operations Supervisor, General Operations Supervisor and Unit Manager, the Assistant Airport Duty Supervisor may be assigned to any of the various positions that are responsible for the daily operational oversight of airfield operations and airside construction. Candidates will be required to work in secure and restricted areas of the airport, including in an office, an operations control center, outside on the airport grounds and in a Port Authority vehicle. Work outside may occur in any weather condition with exposure to loud jet noise.
Responsibilities include, but are not limited to, the following functions:
- Ensure the efficient operation of the airport and communicate directly with aircraft operators, air traffic control and field supervisory staff to maintain safe and efficient aeronautical operations.
- Inspect all aeronautical areas in accordance with CFR Part 139, Airport Certification Manual, Airport Policies, and submit work orders to appropriate maintenance and contract staff for repairs as necessary.
- Perform regular Foreign Object Debris (FOD) inspections of airline cargo and terminal ramps
- Issue Notice to Airmen (NOTAMS).
- Maintain daily communication with airline operations and the FAA when NOTAMS are issued for runway and taxiway closures.
- Supervise construction activity and sites, to include, but not limited to, supervising and scheduling Site Safety Observers, coordinating with Resident Engineers, and inspecting areas to ensure Part 139 standards are met before opening the pavement to aircraft operations.
- Supervise subordinate staff in wildlife harassment and dispersal.
- Conduct nonlethal and lethal wildlife management activities as directed by the Airport Duty Manager or when there is not a Wildlife Supervisor on duty, including removing debris from bird strikes.
- Respond and assist in reporting airside incidents.
- Coordinate and direct the activities of subordinate staff during emergency situations.
- Ensure a safe, well-maintained area for the operation of aircraft, ground service and other support vehicles and equipment.
- When reported to Airport Operations, communicate issues to affected parties relative to conditions on or affecting terminal ramp operations and the initiation of the necessary preventive/corrective measures to address these matters.
- Ensure compliance with CFR Part 139 and PA Rules and Regulations on the Airport Operations Area.
- Coordinate general aviation activities with Fixed-Base Operators and non-scheduled activities, including requests for aircraft parking.
- Perform any and all other duties requested by senior supervisor and/or management.
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor's degree in Aviation, Airport Operations Management or related field from an accredited institution
- Two (2) years full-time paid airside aviation operations supervisory work experience
- Knowledge of and ability to apply standards of CFR Part 139, as well as ability to successfully complete annual Part 139 refresher training
- Knowledge of Air Traffic Control (ATC) procedures, instructions and ability to communicate with ATC on a radio using proper phraseology
- Knowledge of, and ability to apply, the standards of 49 CFR Parts 1540 and 1542
- Selected candidates will be subject to a comprehensive background check and must pass a fingerprint-based Criminal History Record Check as mandated by 49 CFR 1542 to obtain and maintain an airport Security Identification Display Area (SIDA) Card with Airfield Movement Area Driving Privileges
- Must be able to work rotating shifts, weekends, holidays, and respond to declared airport emergencies including snow events as as a normal function of the job
- Must be eligible to obtain and maintain a shotgun permit upon appointment to the position
- Possess a valid driver's license
Ideal candidates will present the following profile
- Knowledge of Airport Emergency Plan (AEP) procedures and safety practices
- Knowledge of Airport Rules and Regulations and ability to enforce same, including issuance of Breach of Rules (BOR)
- Knowledge of operCOMPational safety principles with demonstrated experience in taking appropriate actions to address unsafe conditions
- Knowledge and supervisory experience in aeronautical and ramp operations; knowledge of necessary terminology, safety practices and procedures, including demonstrated experience in the formulation of appropriate corrective actions for unsafe conditions
- Demonstrated ability to effectively handle emergency and high-pressure situations
Compensation & Benefits
This is a represented position subject to collective bargaining agreement. The starting salary is $59,592, rising to $74,672 after six (6) years. This position is overtime eligible, and comes with a comprehensive and competitive health insurance, pension, and benefit package.
