Responsibilities

Reporting to the manager of E-ZPass Projects, the selected candidate will be responsible for managing toll system projects including their development, design, testing, and deployment of the Replacement Toll Collection System (RTCS), Integrated Toll Collection System Strategic Investment (ITCS SI) and E-ZPass Customer Service Center.

 

  • Coordinating the team of consultants and PA staff during the system development & design stages for RTCS, to ensure timely and rigorous review of and comment on vendor submittals relating to RTCS performance to ensure consistency with the requirements in the installation and maintenance contract.

  • Reviewing and commenting on documentation for RTCS-related changes at the Customer Service Center.

  • Overseeing and participating in vendor demonstrations, factory and field testing, and reviewing test scenarios and test results to ensure that system performs in accordance with contract requirements.

  • Participating in equipment performance reviews during RTCS and ITCS SI implementation and initial operations, to ensure that the system is performing according to contract requirements.

  • Recommending potential upgrades to improve system performance.

  • Coordinating the RTCS and ITCS SI project with other TB&T projects or initiatives.

  • Acting as a contact between TB&T staff and Engineering as appropriate during the design, construction, maintenance during construction, and close out phases of the RTCS and ITCS SI project.

  • Coordinating with appropriate staff to ensure that the RTCS and ITCS SI deployment is seamless, such that it does not disrupt TB&T facility operations.

  • Coordinating with appropriate staff to ensure that RTCS and ITCS SI is designed and deployed such that the toll revenue stream is safe guarded.

  • Working with the General Manger, Sr. Resident Engineer and TB&T Project Management staff to ensure the RTCS and ITCS SI projects adhere to the latest approved scope, budget and schedule.

  • Providing overall project status reporting as requested.

 

Responsibilities for the Customer Service Center may include:

  • Support the review and/or analysis process of NYCSC related contract, agreements and Requests for Proposals (RFPs)Write strategically-position proposal responses to represent the Agency’s view point

  • Perform appropriate investigations/research necessary to respond to RFP comments

  • Coordinate review and comments on behalf of the Agency

  • Facilitate meetings and discussions among internal PA staff and the other two NYCSC Agencies

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Must possess a Bachelor’s Degree in Engineering, Technology Systems, Transportation Systems, Computer Science or related fields from an accredited college or university.

  • 2-3 years of experience with larger or complex RFPs

  • 3-5 years experience in managing and delivering complex technical projects within scope, schedule and budget, and demonstrated experience in contract management in a multi-disciplinary program environment.

  • Must possess a valid Drivers License.

  • Applicants must meet all performance and attendance standards and have completed all probationary periods.

It is preferred that candidates have three years experience in deployment or maintenance of toll collection systems
