Manager, Airport Landside Facility Planning

Responsibilities

The Aviation Department is looking for a Manager, Airport Landside Facility Planning who will be responsible for facility planning programs at the five airports in the Port Authority system; John F. Kennedy International (JFK), LaGuardia (LGA), Newark Liberty International (EWR), Teterboro (TEB), and New York Stewart International (SWF) airports.  This includes establishing programs' priorities, resource plans, tasks strategies and ensuring delivery schedules.

Reporting to the Manager of Aviation Planning, this position will oversee the airport system’s planning programs focusing primarily on landside facilities while providing support to airfield and terminal planning. 

In this position, you will play a key role in the planning of landside projects as part of the current $16 billion redevelopment effort.  These projects will reshape JFK Airport to a world-class unified airport and meet the demand for 21st Century air transportation. Specific responsibilities include, but are not limited to:

  • Delivers planning programs that encompass identifying airport landside infrastructure’s short and long-term needs, initiating & developing planning project scope & definition, developing & evaluating feasibility & alternative studies, capacity and demand analysis, and conceptual physical plans.
  • Performs airport land use and zoning analyses, cost-benefits studies, coordinates stakeholders inputs, and makes functional scope of work recommendations for projects in the Capital Program as well as tenant developmental projects.
  • Provides airport system planning support that includes landside elements such as cargo and airlines catering facilities, ancillary facilities, mass transit facilities, roadways, airport terminal frontages, car rental and auto parking facilities.
  • Delivers Planning support for the core capital programs and airport redevelopment programs as well as airport tenants development projects.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Architecture or Engineering from an accredited college university.
  • Minimum 10 years’ experience leading a team to deliver design or planning products such as functional drawings, conceptual drawings, capacity and demand analysis, and presentation materials within extremely tight business deadlines
  • Strong skills in airport roadway planning including integrating with Airside and Terminal models using landside modeling tools such as CAST Curbside/QATAR, TRACS, SYNCHRO/ SimTraffic10 and VISSIM.
     

Desired

Ideal candidates will present the following profile:

  • Professional Engineer License or Registered Architect in State of New York or New Jersey
  • Excellent written and oral communication skills, including excellent presentation skills.
  • Demonstrated extensive skills and experience for the planning of cargo and airlines catering facilities, ancillary facilities, mass transit facilities, roadways, airport terminal frontages, car rental and auto parking facilities.
  • Demonstrated extensive knowledge of Federal Aviation Administration’s Advisory Circular in airport master planning, zoning, airport design, capacity & demand, and state & local codes & industry design standards.
  • Experience in developing & managing a complex landside facility planning program for a large airport system.
  • Demonstrated extensive leadership, problem-solving, and conflict resolution skills to analyze airport infrastructure’s needs, set priorities & develop airport system planning strategies.
