Engineering Portfolio Manager - JFK Redevelopment (project)

Reporting to the Sr. Program Director, Aviation Redevelopment Programs, the Engineering Portfolio Manager will provide support to the Sr. Program Director and Sr. Engineer of Projects (Sr. EOP) in delivering Engineering projects. The Engineering Portfolio Manager will have the responsibility of coordinating the budgets and schedules for all Engineering deliverables and will be responsible for monitoring, reporting and forecasting the Engineering deliverables for the JFK Redevelopment portfolio of projects within the Agency's Capital and Annual Operating Plans.  The selected candidate will assist the Sr. EOP with the Capital Plan delivery through working with Design, Construction and the Line Department, while supporting and fostering high levels of team performance.   

The selected candidate must:

  • Monitor the progress of the Redevelopment portfolio and report the status of schedules and budgets.
  • Collaborate with the Engineering team to prepare Engineering proposals and revisions. Provide oversight of engineering delivery from Design through Construction closeout.
  • Provide assistance with all modules in the Project Delivery Performance System.
  • Ensure prompt and effective communication between staff during the design and construction phases.
  • Collaborate monthly with the Engineering Lead Principals to coordinate and status the Present and Planned workload (PPW). Along with the PMO representative, co-chair quarterly PPW meetings between the Lead Principals and Program Managers
  • Work with Engineering and Line Department teams to optimize delivery of the Agency Capital Plan.
  • Work with the Chief Engineer's Office for the preparation of Board items for engineering authorizations associated with staff and construction cost expenditures.
  • Assist the Sr. EOP with Board/CPOC summary sheets, Red Flag Reports, status reports, generate presentations and perform program/project cost analysis.
  • Support Engineering with soliciting task orders, prepare Attachment A for RFP’s, award of consultant proposals, maintain audit-related documentation, prepare Task Order Requests, respond to RFI’s, perform analysis of consultant proposals and conduct scope review meetings.

Additional Information:

This is a long-term Project position associated with JFK Airport RedevelopmentThis is expected to last three (3) years with a possible extension.

This position will be located at 4 WTC but may also require travel to other Port Authority facilities within the Port district.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree from a 4-year college or university.
  • A minimum of three (3) years’ experience in progressively more responsible positions in the development and delivery of A/E projects.
  • Demonstrated experience working on capital projects including the monitoring and reporting of cost forecasts against budgets and the management of project schedules.
  • Thorough knowledge of the Engineering delivery process including design and construction management, construction estimating and project budgeting and scheduling
  • Possess a valid driver’s license

  • Superior oral and written communication and presentation skills including experience making presentations in front of large client groups and upper management staff and communicating effectively with executive staff.
  • Possess strong interpersonal, leadership, negotiation and problem solving and decision-making skills.
