Senior Engineer of Construction - JFK Redevelopment (project)

Reporting to the Chief and Deputy Chief of Construction, the Senior Engineer of Construction (EOC) directs all construction activities for capital and operating projects at our Port Authority facilities.  In addition to these projects, the Senior Engineer of Construction will also be responsible for the $13 Billion Dollar Redevelopment Program.  It is typical for a Senior EOC to be responsible for $100 to $200 million in yearly construction work-in-place. The Senior EOC settles or elevates contractor disputes when required and represents the Construction Management Division (CMD) with facilities and line departments and provides advice and assistance in the management of their respective facilities(s) and assures that the field office(s) under his/her supervision are managed efficiently and effectively.

The Senior EOC is responsible for but not limited to the following:

  • The overall responsibility for the quality of the construction work and certifies that completed work is in accordance with all contract documents, that special inspections are performed satisfactorily and recommends the issuance of a Permit to Occupancy.
  • The overall jobsite safety of all projects and the coordination with facility operations. 
  • The performance of a group of Resident Engineer’s Offices and acts as the duly authorized representative of the Chief Engineer for the construction projects managed by those offices.
  • The overall project budget expenditures, approves payments to contractors, including the negotiation of change orders and the settlement of potential contractor claims and assures timely close out of all post-award contract changes.
  • To assure effective construction management including timely communication, thorough construction inspection and contract administration in accordance with Engineering Department accepted practice, contract documents, and applicable codes and standards.
  • The overall staff planning at the facilities they manage. They oversee recruiting, hiring, training, performance management, administration, promotions and overall development and motivation of staff.
  • Oversees the use of consultants, including selection, assignment of tasks and auditing performance.
  • The management of project construction schedules to ensure that work is accomplished within the contract terms and properly coordinated with facility operational needs.
  • Provides advisory services to senior Port Authority executives.

Additional Information:

This project position will be located at John F. Kennedy International Airport Resident Engineer’s Office in Jamaica, NY but can be relocated to any other PA Facility within the Port District depending on CMD workload demands.

This is a long-term Project position associated with JFK Airport RedevelopmentThis is expected to last three (3) years with a possible extension. 

The successful candidate must be able to pass a fingerprint-based Criminal History Record Check as mandated by 49CFR 152 and will be required to obtain an Airport Security Identification Display Area (SIDA) ID Card with Airfield Driving Privileges.



Candidates must present the following qualifications to be considered eligible for this position:

  • Must possess a Bachelors Degree in Architecture or Engineering from an accredited college or university.
  • A minimum of ten (10) years’ experience as a Resident Engineer in the area of Port Authority construction management.
  • Registered Professional Engineer or registered Architect in New York or New Jersey.
  • Must possess a valid driver’s license.


Ideal candidates will present the following profile:

  • Demonstrated experience as an Assistant Resident Engineer for at least two (2) years is also desired.
  • Demonstrated experience managing a staff of Engineers and Construction professionals, at multiple facilities.
  • Demonstrated knowledge of construction strategies, processes and procedures in various types of construction, including bridge and roadway type construction.
  • Excellent oral and written communication and presentation skills.
  • Strong problem solving and decision-making skills as evidenced from experience in managing and settling contractor disputes.
  • Monitoring actual budget expenditures and schedules against forecasts and troubleshooting when required.
  • Demonstrated experience managing a team of consultants, permanent and specialty staff.
  • Experience with construction industry outreach, other Agency/firms, and demonstrated construction industry committee(s) participation; including public speaking is desirable.
