The Major Capital Projects (MCP) Department has overall responsibility for the design and construction delivery of the World Trade Center site, PATH Extension to Newark Airport, Gateway Program, Port Authority Bus Terminal (PABT) Replacement, among other WTC related contracts and projects.

Infrastructure and Project Development group is responsible for project management of various WTC Streets and Utilities and site-wide Resiliency projects, as well as security and communications infrastructure projects.  The IPD group also coordinates and oversees WTC tenant projects performed by net lessees, joint-venture partners, tenants, and other entities performing design and construction work at the WTC site pursuant to the PA’s Tenant Construction Application (TCA) process. 

The Program Manager will report to the Assistant Director, with responsibility to provide overall program management, controls, and reporting related to the WTC Flood Mitigation and Resiliency Improvements (FMRI) Programs, and other WTC projects and contracts that are also subject to federal project and grant requirements.  The  Program Manager will also be involved in coordinating program requirements, design criteria, acting as the operations liaison, and performing coordination with internal and external stakeholders and responsible for project management of work by external and internal staff to develop and implement projects and administer design and construction contracts within the established scope, schedule and budget. Specific responsibilities include:

  • Leading the management and coordination of all close-out construction activities, including support services provided by the architectural engineering team and construction management team.
  • Manage contractors and develop schedule for completion of contract punch list items.
  • Facilitate preparation and distribution of Operations and Maintenance manuals for completed construction contracts, including as-builts and shop drawings.
  • Oversee performance of authorization processes and contract administration procedures in accordance with Port Authority standards.
  • Coordination with internal audit for final contract audits and resolution of any audit findings with CM and contractor.
  • Developing plans for phasing and staging of construction work with existing contracts, as well as logistics for access and operations of perimeter streets.
  • Coordinate with facility operations regarding turnover of completed construction for use.


Candidates must present the following qualifications to be considered eligible for this position:

  • Must possess a Bachelor’s Degree in Architecture or Engineering or related field from an accredited college or university.
  • A minimum of ten (10) years of progressively more responsible experience in project and program management, including progressively more responsible supervisory experience.


Ideal candidates will present the following profile:

  • Demonstrated knowledge of established Port Authority procedures and processes including, but not limited to project and construction management, financial systems, and document control.
  • Demonstrated leadership, problem solving and conflict resolution skills.
  • Demonstrated oral and written communication skills, including report preparation.
  • Strong interpersonal skills, including demonstrated experience interacting with executive management and construction professionals within and outside the Port Authority.
  • Demonstrated problem solving and decision-making skills.
  • Demonstrated knowledge and implementation of construction strategies, processes and procedures.
  • Demonstrated experience supervising and coordinating Port Authority construction projects at active facilities.
  • Demonstrated experience and working knowledge of Microsoft Office Suite and project management software.
