Superintendent, Night Operations

Responsibilities

Reporting to the Assistant Director/General Superintendent, PATH, the selected incumbent will be responsible to assist the Assistant Director with the management of PATH Operations and Maintenance on behalf of the Superintendent of each respective Division. The incumbent will be responsible for oversight of the PATH Capital Program construction, and facility force State Of Good Repair (SOGR) work being performed during the nighttime hours to ensure that all work is scheduled and completed as planned. Since PATH operates on a 24/7 schedule, this position, in coordination with the Trainmaster, will ensure that the operation and all associated systems and equipment operate in a safe, reliable and efficient manner and on-time throughout the nighttime tour.  The incumbent will also act as a liaison between operating units and PAPD command staff on the midnight tour to ensure our customers receive the best possible customer experience. The selected candidate will also act as a liaison with PATH Transportation Planning, PATH Capital Projects Management Division and PATH Construction Management Division. While this paragraph is a brief overview of the responsibilities, this position will be responsible for other duties as assigned.

Specific responsibilities include: establishing project priorities, scheduling manpower, allocating resources and to ensure that train operations, revenue collection, maintenance, etc. are performed and report daily significant issues, problems, progress to Assistant Director/General Superintendent, PATH.

Additional Information:

  • This position will be required to work Sunday through Thursday – 11 pm – 7 am. Note that there may be a need to occasionally change work tour days/hours based on needs of service or special events
  • This position is located at the Journal Square Transportation Center but will work in various areas throughout the PATH System including tunnels, stations, buildings and bridges as necessary.
  • This is a Port Authority position that will be required to participate in the Railroad Retirement System.

 

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • All qualified applicants must currently hold or have previously held a PATH, PA-Assigned-to-PATH, Air Train or an outside rail agency position in a transit organization where they gained practical experience in the interrelationship between railcar maintenance and rail operations to deliver passenger, freight or work train service.
  • In addition, qualified applicants must have a minimum 10 years progressive management or supervisory experience in a maintenance or operations environment governed by labor agreements, operating rules and outside regulations. 
  • Bachelor’s degree in Business Administration or in a facility maintenance -related discipline (eg, Mechanical, Electrical, Electronic, Industrial Engineering or Transportation Planning or Logistics), or a related degree from an accredited college or university.
  • Applicants meeting the transit experience stated above without graduating from college or holding a degree in an unrelated academic discipline will be considered with a minimum 15 years progressive management or supervisory experience in a maintenance or operations environment governed by labor agreements, operating rules and outside regulations.

Ideal candidates will present the following profile:

  • Demonstrated in-depth knowledge of planning, scheduling, implementing and monitoring maintenance management systems, practices and operational procedures.
  • Demonstrated knowledge of PA or PATH policies related to effective maintenance management or operational systems and human resources practices.
  • Demonstrated experience managing and coordinating construction projects.
  • Demonstrated experience applying strategic thinking to address the interrelationship between maintenance and operational issues while applying creative problem solving techniques and conflict resolution skills to solve related problems.
  • Demonstrated excellent interpersonal and motivational skills, and experience in successfully working with diverse internal and external employee groups and stakeholders including senior management and federal entities.
  • Excellent oral and written skills.
  • Proficiency using PC based applications, such as MS Word, Excel, PowerPoint and SAP.

PATH operates 24 hours per day/7 days per week/365 days per year.  Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment. Commitment to attendance is expected and required.
