Responsibilities

Under the direction of the Director, Office of Emergency Management, the successful candidate will be responsible for managing a comprehensive agency-wide Business Continuity Management and Continuity of Operations Programs and establishing related policies and practices.

  • The candidate will oversee the management of day-to-day execution of the BCMP (BCMP) across the agency. To include the following: Continuity Planning, Business Facing Disaster Recovery strategies, and Operational Risk Management processes. The BCMP Manager will drive sustainable, repeatable and quantifiable improvements to the agency’s program, aimed at resilience and risk reduction. The primary responsibilities will be to enhance and/or develop and implement policies and procedures for effective Business Continuity programs; ensure documentation of processes are in place and are accurate; communicate requirements and lead projects to implement policies, procedures, and controls, as necessary; and perform periodic program reviews.
  • The candidate will manage the Port Authority’s Business Continuity Program staff to ensure the development of annual planning programs and schedules, as well as long-term strategic plans for increasing business continuity preparedness and ensuring response efforts are executed. Engage in efforts around the entire BCMP lifecycle, ensure that the BCMP meets program deliverables, and specifically the annual performance metric set by the Office of the Chief Security Officer.
  • Provide guidance and overview for the Port Authority’s BCMP staff to ensure practices and policies are up-to-date and meet industry best practices. Provide guidance and direction to PA departments in the areas of business continuity and assist with the development of working groups related to continuity and disaster recovery. Ensure staff accountability, manage program grant funding and annual budget, ensure compliance to any and all Port Authority regulatory standards. Serve as a point of contact for any identified resilience issues and risks within the Port Authority business lines, operations, and departments. Provide oversight for the business continuity management’s emergency notification system. Serve as a point of contact for business continuity procurement and contracting deliverables. Manage the Port Authority’s business continuity management planning software system. Oversee the annual updates and maintenance of the Corporate Business Continuity Management Plan.
  • Act as an advocate for business continuity services across the agency, communicating with general staff and leadership to promote participation in the planning process, exercise program, emergency notification efforts and other business continuity deliverables. 
  • Guide the agency’s Business Continuity Response Teams in best practices and federal regulation as related to business continuity, keep them informed of program developments, and encourage and promote business continuity efforts within their departments and facilities.  
  • Promote planning efforts that identify essential business functions, critical staff, processes and resources and ensure these concepts are captured in department and facility plans.  Promote and advance the Corporate Business Continuity Plan and encourage its implementation agency-wide. 
  • Provide a vital link between agency emergency operations and business continuity.  The rapid resumption of the Port Authority business lines following a disruption is a critical assignment for this position. As part of the incident command structure, the position will coordinate business continuity activities to guide recovery and reconstitution of business operations both during and after crisis events.
  • Build on existing internal and external dependencies to create stronger cooperation and communication across critical business operations. 

  • The candidate will be assigned other tasks and responsibilities at the direction of the Director, Office of Emergency Management.
  • The candidate will be required to participate in activation at OEM’s Emergency Operations Center (EOC).

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor’s degree from an accredited college or university, with educational major in emergency management, public administration, business administration, business continuity or all-hazards disaster planning.  Graduates from at least a four-year degree program with majors in other studies will be considered if they have completed supplemental education and rigorous training through a recognized and established emergency management or public or business program.
  • Must have previous experience in business continuity or emergency management and demonstrated ability to effectively handle emergency and high-pressured situations.
  • Must have a certification in one of the following: CBCP, MBCP, or CEM
  • Applicant must have a valid Driver's License.
  • The selected candidate will be subject to a police background check

Ideal candidates will present the following profile:

  • Applicant must be capable of performing work in the field and available to working nights and weekends as required.
  • Applicant must be available to work extended tours during crisis situations as a field responder or as a staff member in the agency’s Emergency Operations Center.
  • Strong ability to work with a diverse group of stakeholders internally and externally of the Port Authority in promoting, developing, reviewing, benchmarking and implementing business continuity/continuity of operations policy plans and procedures.
  • Strong ability to conduct research and analyze information to glean meaning and level of detail.
  • Demonstrated project/program management skills and the ability to organize, facilitate, negotiate and build consensus to achieve project/program objectives.
  • Demonstrated excellent written and verbal communications skills.
  • Excellent interpersonal skills including interacting with and providing guidance to senior-level management.
  • Ability to analyze, communicate, articulate Business Continuity governance and compliance trends and program requirements.
  •  Experience in conducting tabletop and functional exercises across business functions and with technology teams.
  • Experience with mass emergency notification systems.
  • Proven ability to establish and manage “dotted-line” business relationships to deliver agreed outcomes/deliverables.
  • Excellent written and verbal communication, critical thinking skills, effective interpersonal skills, strong formal presentation abilities, and strong project management experience.
  • Ability to be flexible and work effectively with ambiguity and change.
