Tenant Construction & Alteration Process Analyst

The Operational Performance unit of the Chief Development Office is looking for an Analyst to support the agency’s Tenant Construction & Alteration Process (TCAP). In this role, you’d first develop a comprehensive understanding of the TCAP process.  You’d then develop a system of tools, dashboards, systems, and/or reports on this process allowing key stakeholders (TCAP customers, Tenant Offices, Resident Engineer Offices, review groups and TCAP Office) to measure their performance and enhance their productivity.

About the Tenant Construction & Alteration Process: TCAP is a program developed by the Port Authority to provide direction to its Business Partners, Tenants, Consultants, and Contractors in making improvements or alterations to existing facilities or in the construction of new structures. These standards ensure and enforce building code conformance and align and coordinate technical criteria between our facilities and Business Partners.

Responsibilities shall include, but not be limited to:

  • Create and maintain a tracking mechanism for the various portions of the TCAP process
  • Create and maintain a program-wide SharePoint page
  • Documentation of process requirements for purposes of automation
  • Implement a framework to obtain and respond to customer feedback 
  • Develop scheduled and ad hoc reporting by facility, discipline, project, tenant and across the agency
  • Lead future system enhancement and implementation projects as needed


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Business Administration, Data Science, Computer Science, Statistics, Public Policy, or another related field from an accredited college or university
  • Minimum one year experience working with Excel and developing databases, analytics and reporting tools

  • Good interpersonal skills and communication with all levels of management
  • Thorough knowledge of Port Authority businesses, policies and procedures.
  • Excellent oral and written communication  
  • Experience with Microsoft Word, Excel, and PowerPoint
