Reporting to the Program Manager, Infrastructure and Capital, the Project Manager is responsible for formulation, management, and implementation of Port Department Capital Plan programs that relate to the planning, development, and expansion of PA marine terminals, intermodal facilities, and state-of-good-repair (SGR) infrastructure projects in order to support regional maritime operations.
Responsibilities include, but are not limited to, planning and directing the implementation of various elements of the Capital Plan and Capital Major Work Program (CMWP); coordinating with Engineering Department staff, terminal operators, and tenants on the implementation of related projects; coordinating with Port Department project managers and the Engineering Department staff on developing, monitoring, updating, and approving changes to forecasted project costs, schedules and scope requirements; developing and coordinating Engineering and Port Department meetings with appropriate follow through on project issues; evaluating the scope, feasibility, costs, risks, and implementation issues for proposed projects; serving as a liaison with external agencies and business partners on project planning and implementation issues; negotiating terms of third party agreements; and managing the project authorization process, third party agreements, contract awards and other actions to advance projects
The candidate is expected to travel to Port facilities as required to attend coordination meeting with facility staff, terminal operators, tenants, and external stakeholders.

The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security
