Responsibilities

Reporting directly to the Assistant Director for Aviation Security and Technology, Security Operations and Programs Department, the selected candidate will be responsible for the day-to-day operation of the Airport Security Unit, Airport ID Office, and the supervision and development of assigned staff.  The Airport Security Manager is designated as the Airport Security Coordinator (ASC) and the Facility Information Security Officer and serves as primary point of contact with Port Authority units that are involved in planning and construction of the airport's physical and technological security systems, as well as those tenants and units responsible for the use of such systems.  The Security Manager collaborates and  maintains close working relationships with the Assistant Director for Aviation Security, the Airport General Manager, Airport Operations and Maintenance, the Port Authority Police, the TSA, the Port Authority Office of Emergency Management (PA OEM), and other local, state and federal regulatory, law enforcement and emergency response agencies.Primary duties include:1. Performs coordination and liaison with the Transportation Security Administration (TSA), the Port Authority Police Department (PAPD), and airport tenants on all matters involving the Airport Security Program (ASP) associated Exclusive Area Agreements (EAA) , Tenant Security Programs (TSP), and passenger and baggage screening function of the TSA.2. Reviews and implements relevant TSA Security Directives (SDs) and, if necessary, revises the ASP accordingly.3. Oversees airport operations field supervisory personnel performing airport security tasks.4. Manages through subordinate staff the Airport Security Identification (ID) Office and ID badge issuing and training process in compliance with regulatory requirements and Port Authority customer service standards.5. Develops, procures, supervises, and administers various civilian security service and technology contracts and programs, such as the Unarmed, Uniformed Civilian Guard Service contract, the airport security auditor and employee training contracts, the Perimeter Intrusion Detection System (PIDS) contract, and the Computerized Access Control Security System (CACSS) Maintenance and Work Order contracts. 6. Coordinates with the CSO central staff, local airport management, and facility security staff to provide collective input and feedback with regard to security policy, facility procedures and future airport security initiatives and technologies.7. Manages the Security Unit's administrative responsibilities, including preparing the unit's annual budget, preparing various performance reports, publishing official security correspondence, to include preparing responses to all TSA Letters of Investigations (LOI), and drafting funding authorization requests for security-related projects and systems.8. Oversees administration of the airport Security Breach of Rules (BOR) program, and employee incentive programs including the airport employee challenge program, community crime watch and security watch programs.9. Conducts monthly airport employee security consortium meetings and other security-related briefings and topical meetings with airport tenants and Port Authority staff.10. Participates in airport construction planning sessions, and special event planning and provides security information and advice. 11. Participates in security threat, vulnerability, and risk assessments of the airport and leads or assists in the development and implementation of remediation measures. 12. Duties will include special snow assignments and airport emergency responsibilities and will involve occasional weekend and evening work.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor’s degree from an accredited college or university in Business Administration, Aviation Management or other related field.
  • Must be able to obtain TSA secret security clearance after hiring.
  • Minimum of five years of aviation security experience at the supervisory level or equivalent to the responsibilities of the position at a commercial service airport.

Ideal candidates will present the following profile:

  • Three years of contract administration and monitoring of contractor performance.
  • Demonstrated supervisory experience
  • Knowledge of and/or ability to learn Port Authority and Aviation operating policies and procedures including those related to contract administration, budgeting, staffing, and contract development.
  • Knowledge of and/or familiarity with Transportation Security Administration Security Regulations 49 CFR 1540, 1542, and 1544.
  • Knowledge of and/or familiarity with Air Terminal Rules and Regulations, especially with regard to security.
  • Excellent negotiation and conflict resolution skills.
  • Knowledge of and/or familiarity with Port Authority Airport Security ID Card Program, audit program, and security standard operating procedures.
  • Demonstrated ability to work in a fast-paced environment.
  • Demonstrated ability to identify problems and develop long-term solutions.
  • Demonstrated ability to multi-task while providing outstanding customer service.
  • Demonstrated ability to meet or exceed performance objectives and measures.
  • Ability to effectively interact with internal and external management and governmental agencies.
  • Strong, proven, oral and written communication and presentation skills. 
  • Proficiency with Microsoft Office software programs, specifically, Excel, Outlook, Word, and Power Point.
  • Familiarity with contract administration and monitoring of contractor performance.
  • Excellent analytical skills.
  • Knowledge of Title 14 CFR Part 139, pertaining to airport safety, certification and operations.
  • Demonstrated knowledge and experience with various computerized systems.
  • Demonstrated knowledge and experience with PA SAP billing and payment system.
  • Demonstrated knowledge of the PA’s Memorandum and Justification (MJ) and Board of Commissioners authorization process.
