Responsibilities

Major Capital Projects has overall responsibility for the delivery of the reconstructed WTC site, Gateway Program, PATH Extension, new PABT, as well as the Bayonne Bridge Project. 

Reporting to the Assistant Director, this position is a vital member of the department serving as a key business ally in advancing planning for the Major Capital Projects and coordination of complex relationships with both internal and external stakeholders, such as TB&T, PATH, Aviation, WTC Operations, WTC Retail, Silverstein Properties, Durst, Conde, Memorial, NYSDOT & Westfield, etc. The individual must understand the complex business deals with the PA partners, construction schedules, programs and phasing, and develop exhibits for legal agreements and presentations for meetings. The selected candidate is responsible for conducting in-depth analysis of issues; and will meet regularly with both stakeholder and Major Capital Projects staff to ensure resolution of Major Capital projects related issues, and to guide the various projects through the Planning and Design process.
 
The selected candidate will manage the design effort for the new PAPD facility at WTC, routinely develop written products, including legal exhibits, minutes of meetings, procurement and change order logs, internal and external communications and presentations that concisely and clearly describe complex analyses and options to the Assistant Director and the Directors Office. This individual may manage consultant staff to assist in the performance of these duties.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Engineering or Architecture from an accredited college or university and at least 6 years of experience in the field
  • Minimum of five (5) years of progressively more responsible experience in the Architectural, Engineering, Construction or Planning fields, preferably at the mid to senior level.

  • Excellent judgment and ability to grasp complex subject matter and communicate   succinctly to technical and non-technical professionals
  • Demonstrated ability to work with a wide variety of skill sets and personalities to move the ball forward.
  • Success and a high comfort-level with facilitating discussions between multiple stakeholders with multiple opinions and experiences.
  • Knowledge of the organization’s structure, policies and procedures.
  • Ability to develop and implement complex strategic plans that achieve major business goals.
  • Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with multiple tasks due in a tight timeframe.
  • Demonstrated proficiency in effectively persuading, influencing and negotiating with individuals at various levels of the organization to achieve desired outcomes.
  • Demonstrated ability to establish comprehensive, detailed plans with specific timeframes, milestones and deliverables necessary to meet or exceed project goals.
  • Proficiency with Microsoft Office, Autodesk, & Adobe Applications
