General Maintainence Supervisor

Responsibilities

This position is located at Harrison Car Maintenance Facility, in Harrison, New Jersey.

The Way and Structures Division is responsible for the maintenance and repair of the Harrison Car Maintenance Facility.  Under the direct supervision of the PATH Way and Structures Chief Maintenance Supervisor, the incumbent will be responsible for approximately 11 facility service/maintenance contracts totaling approximately 3.7 million dollars.  The incumbent will supervise contract staff involved in the maintenance and repair of HVAC, plumbing, electrical, Building Management System, fire protection, oil distribution, waste oil collection, oil water separator systems, compressed air system, domestic hot water system, fire pumps, sanitary system, lighting, hazardous waste management safety systems, code compliance and various hybrid machinery, i.e. wheel press, CNC, parts washers, various lathes, bench testing equipment, electronics, ovens, sandblasters and welding equipment.
 
Additional responsibilities include supervising various technical staff to maintain and repair equipment including cranes, hoists, lifts, air cleaning systems, and specialized crucial equipment used by PATH Car Equipment Division staff to repair and maintain the fleet for PATH’s 24/7 service. Within the context of this position’s responsibilities, the incumbent is required to demonstrate a continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service. Typical responsibilities include, but are not limited to, executing terms and agreements for the maintenance of PATH’s Harrison Car Maintenance Facility. Reviewing and recommending the acceptance of equipment, materials and work performed related to HCMF. The successful candidate will:

  • Execute the terms and agreements for the maintenance of Harrison Car Maintenance Facility.
  • Write specifications for equipment purchases or maintenance work to be contracted out.
  • Monitor projects to ensure timeliness, correctness, and completion. 
  • Review and recommend the acceptance of equipment, materials, and work performed related to Harrison Car Maintenance Facility.
  • Assist in the preparation and management of the annual budget, as it applies to Harrison Car Maintenance Facility.
  • Maintain records on all work and prepares maintenance service and performance reports as required.
  • Respond to calls during emergency situations, evaluating equipment damage and taking necessary steps to protect PATH property.
  • Inspect and otherwise exercise control over repair and alteration work performed by outside contractors.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Minimum of two years (2) supervisory experience with one year at the level of maintenance unit supervisor or its equivalent or above, and have managed represented and non-represented employees
  • Must possess a valid New York or New Jersey driver’s license

Desired

Ideal candidates will present the following profile:

  • Knowledge of PATH / PA organizational structure, operating policies and procedures, especially as they apply to facility operations, maintenance, safety, budget preparation / control, and employee relations 
  • Demonstrated ability to write RFPs for maintenance contract services, and administered such contracts
  • Demonstrated ability to plan, organize and monitor preventative and corrective maintenance work performed under maintenance service contracts
  • Demonstrated ability to read, review, comment and plan work from drawings and blueprints.
  • Demonstrated knowledge of MS Office and the Maintenance Management Information System (MMIS) or a similar inventory and maintenance control system, such as the Work Order Tracking System (WOTS)
  • Demonstrated ability to interact effectively with various levels of staff and contract employees, negotiate outcomes and resolve conflict
  • Demonstrated excellent verbal and written communication skills
  • Physical ability to work in a multiple facility building environment, calling for considerable walking, climbing, and standing
  • Ability to respond in adverse weather and other emergency conditions.

Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
