Responsibilities

Port Authority’s Office of Diversity and Inclusion is seeking Civil Rights Compliance Coordinator to serve as the subject matter expert for our Title VI, the America Disabilities Act (ADA), Executive Orders 13166 (Limited English Proficiency), and Environmental Justice (EO 12898) programs. The Civil Rights Compliance Coordinator, under the direction of the Chief Diversity & Inclusion Officer and the Manager of Data Analytics & Civil Rights Reporting, is responsible for providing expert advice and consultation on Title VI and ADA issues to Port Authority staff, managers and sub recipients or contractors who receive funds from the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), and/or Federal Aviation Administration (FAA).

This is a great opportunity for a self-motivated individual who will be responsible for the administration of Port Authority's civil rights compliance programs and will provide oversight to 12 internal liaisons as well as ensuring compliance with the plans, requirements and non-discrimination agreements. The selected candidate will have strong communication (oral and written), technical, and policy analysis experience to interpret data, observe and assess trends, and research relate issues. The selected candidate will also be required to coordinate with numerous engagements with both internal and external partners.

The position is responsible for the following activities:

  • Oversee the development, implementation and reporting on the Port Authority’s Civil Rights Program to meet State and Federal laws, regulations and administrative standards governing Title VI and ADA compliance.
  • Manage the communication with senior management and liaisons, along with state and federal government agencies that are engaged in providing programs and services that benefit from federal financial assistance through the FTA with particular focus on Title VI and ADA considerations in areas including public participation, language assistance, complaint resolution, and strategic project planning.
  • Serve as a point of contact, in consultation with the Port Authority’s Accessibility Program, for the referral of concerns under the Americans with Disabilities Act (ADA).
  • Provide alternative solutions to complex, technical Civil Rights issues that impact federal funding opportunities along with the development or implementation of transportation projects and initiatives.
  • Coordinate the development and timely submission of the Port Authority’s triennial Title VI report document to the FTA.
  • Lead and collaborate with the Port Authority’s Title VI Working Group to carry out system-wide reporting and accountability responsibilities.
  • Conduct ongoing compliance reviews and analyses of reporting efforts on Title VI, to determine areas for potential violation risks, in order to develop and implement remediation and/or prevention strategies.
  • Collaborate with the EEO Group within OD&I to support investigative activities designed to respond to public complaints of Title VI noncompliance within the Port Authority.
  • Visit work sites and to assist at emergencies and/or events as needed.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
  • Adhere to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform related duties and projects as assigned.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor’s degree from an accredited institution in Government, Political Science, Pre-Law, Public Administration, Public Policy, Environmental, Urban Planning or a related field from an accredited university or college and a minimum of 4 years of experience in compliance program implementation.
  • Minimum of 3 years of experience on civil rights related public issues and/or complaints.

Desired

Ideal candidates will present the following profile:

  • Master’s degree from an accredited institution in Government, Political Science, Pre-Law, Public Administration, Public Policy, Environmental, Urban Planning or a related field may be substituted for a portion of the above experience and a minimum of 2 years of experience in compliance program implementation.
  • A working knowledge of federal civil rights statutes and program requirements, specifically Title VI and ADA.
  • Knowledge of Americans with Disabilities Act (ADA) as it relates to transportation programs and projects
  • PC proficiency with experience in Microsoft Office (Word, Excel, Access and PowerPoint) applications.
  • Experience in drafting and submitting recurring program reports and updates.
  • Effective organizational, multi-tasking, time management and quantitative skills.
  • Handle sensitive and confidential information in an appropriate manner
  • Have excellent customer service and conflict resolution skills
  • Excellent communication skills and the ability to convene large audiences, facilitate working groups and lead trainings; excellent written and oral communication skills, including experience in summarizing results of analyses
  • Knowledge of state and federal laws, regulations, and policies related to receiving federal financial assistance
  • Title VI experience in the public sector, higher education or the transportation industry
  • Experience managing public facing civil rights program compliance
  • Demonstrated ability to work under pressure and meet tight deadlines
  • Agile, self-motivated learner
  • Demonstrated productivity in a team environment
  • Process-orientation with a strong bias for action
