Chief Maintenance Supervisor, Sanitation

The Way & Structures Division is responsible for the sanitation services of all PATH facilities, which includes PATH Administration Building, four major yard facilities, the Harrison Car Maintenance Facility, and 13 passenger stations.  Under the direct supervision of the Superintendent of Way & Structures Division, the Chief Maintenance Supervisor – Sanitation is responsible for overall supervision, coordination and administration of all aspects of PATH’s Sanitation Program, which consists of managing various environmental and janitorial service contracts valued at over $32M, and supervising a diverse workforce consisting of PATH field supervisors, contract staff supervisors, and contract represented and non-represented personnel.  The successful candidate will:

  • Write, review and manage a portfolio of environmental and janitorial service contracts valued at over $32M and ensure contracts are executed properly to protect PATH’s interest
  • Ensure Sanitation Section staff understand and are working in compliance with all applicable PATH, agency, federal, state, local and FRA regulations, policies and procedures
  • Lead a diverse team consisting of PATH supervisors, contract managers, contract supervisors, and contract union personnel 
  • Continuously strive to develop plans for a more cost effective Sanitation Program, including implementing innovative solutions and best practices to obtain a higher level of customer service in and around PATH stations and facilities during snowstorms, special events, and day-to-day activities
  • Develop long range strategies for PATH’s Sanitation Program by implementing enhancements in labor efficiency, station safety, environmental sustainability (Recycling Program)
  • Develop and manage a comprehensive budget for the Way & Structures Sanitation Section including implementing overtime management measures as necessary
  • Active voting committee member on the Port Authority Small Business Enterprises evaluation team for the Janitorial and Maintenance Category
  • Develop staff for succession planning and participate in talent acquisition discussions and initiatives
  • Represent Way & Structures’ Superintendent Office when designated or as assigned
  • This position is located at One PATH Plaza in Jersey City, New Jersey.


Candidates must present the following qualifications to be considered eligible for this position:

  •  Minimum of five (5) years progressive supervisory experience, with three (3) or more years as a Maintenance Unit Supervisor or its equivalent or above
  •  Supervised represented and non-represented field employees
  •  Must possess a valid New York or New Jersey driver’s license
  •  Ability to change shifts and work off hours as required for storm events, special events, and emergency response


Ideal candidates will present the following profile:

  • Demonstrated knowledge of the Port Authority/PATH organizational structure and its policies and practices, especially as they apply to facility operations, maintenance, project execution, and budget preparation and control
  • Demonstrated knowledge of Port Authority audit processes, specifically as it applies to service/maintenance contracts
  • Prior managerial/supervisory experience specific to janitorial/sanitation services and demonstrated implementation of best practices in the field of sanitation
  • Experience in implementation or use of enterprise asset management systems
  • Demonstrated ability to interact effectively with various levels of staff, contractors, and consultants, as well as negotiations and conflict resolution skills
  • Demonstrated ability to read, review, and interpret contracts, drawings, and specifications
  • Knowledge of computer based applications especially in Microsoft Outlook, Excel, and Word
  • Effective written and oral communication skills including presentation skills

About The Port Authority

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads.  Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world.  Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the regions transportation network and as a catalyst for continued residential, commercial and employment growth.

PATH operates 24 hours per day/7 days per week/365 days per year.  Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
