General Maintenance Supervisor

Responsibilities

The Way and Structures Division is responsible for the maintenance and repair of PATH buildings and plant including PATH’s headquarters at the Journal Square Transportation Center, the Harrison Car Maintenance facility; the MacMillan Bloedel facility, PTCC and some aspects of maintenance at PATH’s World Trade Center station.  Under the direct supervision of the PATH Way and Structures Chief Maintenance Supervisor the incumbent will be responsible for maintenance service contracts valued at approximately four million dollars.  The incumbent will supervise contract staff involved in the maintenance, repair, and remodeling of buildings. In the conduct of their responsibilities, the incumbent will demonstrate a continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality customer service.  The successful candidate will:

  • Execute the terms and agreements for the maintenance of PATH facilities and plant infrastructure.
  • Write specifications for equipment purchases or maintenance work to be contracted out.
  • Monitor building maintenance projects to ensure timeliness, quality, and completion.
  • Reviews and recommends the acceptance of equipment, materials, and work performed related to building facilities, including capital construction projects where Way and Structures is the major stakeholders and end users.
  • Assist in the preparation of the annual budget, as it applies to facility buildings.
  • Maintain records on all work, prepares maintenance service and performance reports as required for internal and external audit review purposes.
  • Respond to calls during emergency situations, evaluate building damage and take necessary steps to protect PATH property.
  • Inspect and otherwise exercise control over repair and alteration work performed by outside contractors.
  • Be available to change shifts as necessary to cover a 24/7 operation.
  • Demonstrated ability to write RFPs for maintenance contract services, and administer such contracts.
  • Demonstrated ability to plan, organize and monitor preventative and corrective maintenance work performed under maintenance service contracts.
  • Demonstrated ability to read, review, comment and plan work from construction and/or contract drawings and blueprints.
  • Demonstrated knowledge of personal computer applications in MS Office Programs and the Maintenance Management Information System (MMIS) or a similar inventory and maintenance control system, such as the Work Order Tracking System (WOTS), or other enterprise asset management systems.
  • Demonstrated ability to interact effectively with various levels of staff and contract employees, negotiate outcomes and resolve conflict.
  • Demonstrated excellent verbal and written communication skills.
  • Physical ability to work in a multiple facility building environment, calling for considerable walking, climbing, and standing.
  • Ability to respond in adverse weather and other emergency conditions on a 24/7 basis.
  • Knowledge of modern heating, refrigeration, and associated equipment.
  • Knowledge of plumbing, electricity, mechanics, and water analysis.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Minimum of 3 years of supervisory experience with two years at the level of maintenance unit supervisor or its equivalent or above.
  • Associate degree or 60 college credits from a recognized college or university.  Applicants will also be considered if their resume demonstrates successful completion of rigorous maintenance training workshops through a recognized and established industry program or graduation from a recognized vocation or technical school as it relates to facility maintenance and construction.
  • Must possess a valid New York or New Jersey driver’s license.

  • NICET certification
  • Environmental Protection Agency- Air pollution control certificate, Refrigeration and air conditioning certified 608 universal
  • Fire Department City of New York Certificate of Fitness for- Interior alarms, standpipe, sprinkler, #6 boiler operators
  • NJ Department of Labor office of Boiler and Pressure Vessel Compliance- black seal or above

Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.  A union seniority system dictates work schedules for jobs represented by one of PATH’s unions, and time off may not be immediately available during the usual summer and holiday periods.  Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
