Responsibilities

The Real Estate Department is looking for a Manager, Acquisition to join their team. By executing on significant real estate transactions and projects, the Manager will directly contribute to the Port Authority of New York and New Jersey’s mission to keep the region moving.

In this role, you would be responsible for property acquisition associated with capital and operations programs advanced by the Port Authority, including:

  • Conducting outreach to property owners, making offers, conducting negotiations, reviewing and commenting on purchase agreements and easements and managing closing with counsel
  • Working with PA counsel to ensure acquisitions completed in accordance with applicable State of New York or State of New Jersey eminent domain procedures.  Experience with Uniform Relocation Assistance and Real Property Acquisition Policies for Federal and Federally Assisted Programs (“Uniform Act”) requirements is a plus

You would also be responsible for overall management of owner / tenant relocation activities associated with acquisition projects including the oversight of relocation consultant activities.

Responsibilities include, but are not limited to: 

  • Providing real estate acquisition and relocation advisory services to internal PA departments for projects at various authorization stages 
  • Advisory services may include the preparation of preliminary acquisition and relocation budgets and schedules, identification and potential mitigation of project design changes that impact property acquisition and therefore project budget and schedule
  • Managing PA consultant call-In lists for appraisal, advisory, urban planning, and acquisition/relocation services, including:
  • Assignment of scopes of work,
  • Preparation of request for proposal materials for appraisal consultants,
  • Management of report delivery and fees
  • Review of work product and management of invoice payment

Examples of potential projects the Manager, Acquisitions will contribute to range from the Gateway tunnel project, which is the renovation and expansion of the northeast corridor rail line between New Jersey and New York, to major PA capital projects, such as the PATH extension to Newark airport. Acquisitions play a central role in many PA construction projects and, as such, there is strong demand internally for this person’s contributions and leadership.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Real Estate or other related field. Appraiser certification (MAI) or graduate degree is plus.

  • Minimum of 3-5 years of real estate experience, including demonstrated proficiency in commercial real estate acquisitions and valuation.

Desired

Ideal candidates will present the following profile:

  • A proven track record in acquiring real property (including fee interests, easements, licenses).
  • Demonstrated experience successfully directing real estate acquisitions in the context of organizational budgeting and financial controls
  • Demonstrated knowledge and experience with various commercial real estate uses, including vacant land and industrial, and have knowledge and experience in valuation of these properties.
  • Experience acquiring property in accordance with the Uniform Act
  • Experience working with local/state/federal public agencies
  • Strong interpersonal skills with demonstrated ability to interact effectively with internal and external stakeholders
  • Experience working with and guiding junior staff members on real estate acquisitions and valuation
  • Exceptional communication skills
