Under the direction of the manager of the Website Services, the Web Developer is responsible for the development, implementation and maintenance of web applications for the Port Authority Internet website and Port Authority intranet website. Applications will be developed and maintained using primarily the .NET application development platform and Microsoft Visual Studio, DevOps, and Azure environment.

Web application development shall include all phases of development: planning and analysis, system design, programming and testing, implementation and deployment, and documentation.

Web application maintenance shall include troubleshooting and problem resolution, code and content modification, enhancements, recurring maintenance tasks, technical assistance for the customer community.

Additional responsibilities include research and development: Investigate and evaluate new practices, technologies, and tools that may enhance or improve existing applications and provide valuable business benefits to the agency.

Often the day-to-day primary point of contact with our clients

Able to strategically manage/ lead a significant technical initiatives involving cross-functional teams.

Developing solutions for web and services: Envisioning, designing, creating, and supporting solutions that operate with a high degree of operational excellence

Manage the team to imagine, design, develop, test, and launch software that wows our community and inspires our peers

Develop and implement a drive for continuous improvement; through documentation, unit testing, code reviews, test automation, continuous integration & deployment and a preference for agile methods. Manage a strong business and technical vision.


Candidates must present the following qualifications to be considered eligible for this position:

  • Candidates must possess a bachelor's degree in computer science, computer programming, or related field or a certification in web-based programming
  • at least 4-5 years professional experience performing web-based-programming (entailing analysis, design, development, implementation and testing); or, an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job



Ideal candidates will present the following:

  • Experience within the Agile process.
  • Strong expertise in web application security best practices and application security modules.
  • Experience is source/version control.
  • Knowledge and understanding of cross-platform development and testing.
  • Knowledge of Web accessibility standards.
  • Strong technical writing skills.
  • HTML5/CSS3; Bootstrap 4; CSS preprocessors Sass or LESS.
  • Visual Studio 2017; C#; .NET Core; Windows Services; DevOps; XML.
  • NET web application development with WPF or WCF Services.
  • JavaScript; AJAX and jQuery; VueJS; AngularJS Version 4, 6; JSON.
  • RDBMS (SQL Server; MS Access; Oracle).
  • RESTful/SOAP Services.
  • A combination of technical proficiencies, analytic skills, organizational aptitude, interpersonal skills, aesthetic sensibilities and a willingness to learn and progress with the evolving technology.
  • Continuous integration and deployment using Visual Studio and DevOps (VSTS) pipelines.
  • Understanding of Azure Service Bus Architecture.
  • Experience Xamarin forms cross-platform development (Android or iOS).
  • Experience with Content Management Systems.
