Responsibilities

The Planning & Regional Development Department is looking for an Interagency Planning Manager to join their team! Reporting directly to the General Manager Regional Transportation Policy, the selected candidate will be responsible for a range of assignments to support effective coordination of the agency’s planning and project development priorities.  This position plays an ongoing role in projecting PANYNJ initiatives and priorities in official regional planning venues, and in assuring that PANYNJ management and line departments are aware of planning and transportation policy initiatives by others, (including Regional and Federal Agencies) that may affect PANYNJ facilities, tenants, and customers.

Responsibilities

  • Represent the Port Authority (PANYNJ) as an agency member of designated metropolitan planning organizations (MPOs), including NYMTC, NJTPA, and the Orange County Transportation Council; 
  • Executive procedures for initiating requests to add/update PANYNJ projects and studies on the MPOs’ federally mandated planning products to support timely and successful applications by PANYNJ for these actions, which are conditions for project approval, federal permits, and receipt of federal grant and financing assistance;
  • Represent and coordinate PANYNJ representation in topical committees and events sponsored by the MPOs and related regional planning bodies; 
  • Support PANYNJ efforts to pursue selected federal and state grant and financing assistance by monitoring opportunities, researching eligibility, and obtaining support documentation from MPO staff, partner agencies and other relevant sources. 
  • Research and coordinate PA response to external requests for agency data, policy statements, and reports to support interagency planning relationships.
  • Identify and analyze emerging transportation policy and business trends posing strategic transportation/development challenges and opportunities for the Port Authority.
  • Serve as the PA's principal participating member of the State Agency Resource Team (SART) supporting the NYS Regional Economic Development Councils for New York City and the Mid-Hudson Valley. Review materials for relevance to the PA; evaluate opportunities to provide assistance; coordinate PA staff responses to requests for agency support; prepare summary and briefing materials for PA management
  • Identify, monitor, and analyze PA-relevant local, state, and federal legislative proposals with potential impacts on PA facilities, services, and regional objectives in coordination with Government & Community Affairs Department (GOCOR) and other concerned depts.; develop PA recommendations for emerging needs and opportunities.
  • Identify and monitor Environmental Justice (EJ) public engagement activities and ensuring comprehensive inter-departmental coordination of compliance 

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Graduate degree in urban planning, or related field.
  • Minimum five years of professional experience in planning or related area; with demonstrated experience in regional planning
  • Candidates with knowledge of NYNJ Region with an emphasis on Transportation Policy are highly preferred
