Location: George Washington Bridge
Reporting to the Sr. Engineer of Construction and under the direct supervision of the Senior Resident Engineer, the Staff Services Engineer, functioning as a Senior Office Engineer should be fully competent in all contract administration procedures for a large Capital Program, like Restore the George at the GWB. This includes reviewing and processing contractors’ payment applications, including the review of certified payrolls, Monthly Employment Utilization Reports (MEURs) and Statement of Payments to Minority/Women/Disadvantaged Business Enterprises (M/W/DBE) Subcontractors/Lessors/Suppliers, tracking cost-plus & classified work against authorized amounts, and performing desk audits of cost-plus work. Responsibilities also include management of Interim and Final Audit process while working with PA internal staff and contractors, preparation and tracking of change orders and lump sum/unit price agreements, monitoring, verification and reporting minority and female percentages of the contractor’s workforce to assure adherence to established M/W/DBE subcontracting goals, including the review and processing of Subcontractors Approval Requests (SARs).In addition, track and report status of assigned contracts utilizing the PA’s contract management program, includes reporting on current and forecasted work in place, payments to date, forecasted substantial completion, close-out status, etc., provide Document Control for assigned contracts, including tracking and/or managing submittal and RFI logs, meeting minutes, schedules, etc., and prepare contract closeout documents, including permit requests, final memorandums /certifications and contractor performance evaluations. This position will supervise assigned other office engineers/contract administrative staff on a project basis.
This position will be initially located at the George Washington Bridge Resident Engineer’s Office in Fort Lee, NJ but can be relocated to any other PA Facility within the Port District depending on CMD workload demands.
