Responsibilities

Project management of PATH Fiber Optic Implementation and Collaboration, including initial planning, design, implementation, turnover, and support. Oversight is required to ensure that the PATH fiber infrastructure is properly installed, documented, and maintained to support the fiber transformation. Under the direction of the Senior Network Engineer, Capital Projects, the candidate will be responsible for:

  • Gather Information from PATH, Port Authority TEC Department, contractors, subcontractors, and vendors
  • Evaluate design considerations and determine/ensure technical success of the proposed architecture
  • Validate implementation planning
  • Ensure quality control during the implementation process
  • Oversee fiber optic and equipment installation to support PATH systems integrating with the project
  • Confirm site acceptance testing of both network and systems to meet agency requirements
  • Track tasks, milestones, progress, and status of the implementation work
  • Create, review, and oversee documentation for the network and installed system
  • Facilitate turnover of the network and system to appropriate resources within the agency
  • Perform network operations work in support of multiple projects
  • Driving to multiple facilities as requested/required
  • Escalating issues appropriately, accurately, and in a timely manner
  • Planning, creating, and modifying detailed designs in support of new networks and Moves/Adds/Changes to existing networks
  • Performing site surveys, validating customer and system requirements, and proposing network solutions to meet the functional requirements
  • Determining space, environmental, cabling, uplink, and logical connectivity needs
  • Understanding future facility plans and how new projects would integrate with long-term designs
  • Creating task lists and assisting with project planning steps as well as effort levels
  • Generating and executing implementation plans to deploy functional systems
  • Identifying project risks potentially impacting implementation, timeline, and technical success of each design and deployment effort
  • Perform implementation of network infrastructure solutions
  • Updating and presenting project status to departments, management, project managers, and others as needed or requested
  • Adhering to network hardware, software, design, process, and deployment standards and contributing to their development and refinement
  • Interfacing with departments, individuals, teams within the Technology Department, service providers, vendors, end users, key stakeholders, and other parties
  • Support of off-hours work as requested/required
  • Capability to lift and mount/rack network equipment as necessary for the implementations

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Experience as a manager, leading a technical networking group of administrators / engineers or leading technical networking project teams for a minimum of four (4) years
  • Experience as an individual contributor of hands-on network engineering / deployment work for a minimum of four (4) years
  • Determined to deliver outcomes and able to overcome obstacles to move forward. Accountable for the delivery of outcomes, strives to meet and exceed expectations
  • Strong track record of project delivery and benefits realization
  • Capability to design and implement networking solutions across various disciplines
  • Excellent written and oral communication (In English) required
  • Bachelor’s Degree in a related field of study plus 4-6 years of experience required.  7-10 years of experience in Networking Project Management may be considered in lieu of a degree.

  • Excellent Microsoft tools skills – Outlook, Word, Excel, PowerPoint, and Visio
  • Positive mental attitude and excellent teamwork as well as leadership skills

Technical experience and capability in the following areas:

  • Capability to plan, design, coordinate, implement, configure, test, and activate core networking technologies in a production environment
  • Proficient in network design concepts including TCP/IP, routing (EIGRP and BGP), and switching
  • Proficient in Cisco routers and switches, including configuration, troubleshooting, and management
  • Proficient in network monitoring technologies including SNMP, Syslog, NetFlow, sFlow
  • Capability and flexibility to work on a variety of network management platforms and tools
  • Capability with network monitoring tools including Prime, Solarwinds, and Riverbed
  • Proficient in current voice, video, wireless, optical, and data networking
  • Understanding of Dynamic Host Configuration (DHCP) services, Domain Name Servers (DNS), endpoint profiling/posturing, and IP address design/management
  • Knowledge of load balancing and application networking
  • Capability with wireless networking, access points, controllers, and 4G for network redundancy
  • Knowledge of authentication technologies and servers including ACS and Cisco ISE
  • Knowledge of Cisco Call Manager, Cisco IP phones, and VoIP technology
  • Knowledge of unified communications technologies and SIP
  • Knowledge of video transport, encoding/decoding, and multicasting technologies
  • Knowledge of optical network technologies including OTN, CWDM, DWDM, and ROADM
  • Capability to operate/manage networking technologies deployed within the infrastructure
  • Capability to work in various locations onsite at facilities and remain mobile, productive, functional, and reachable
