Responsibilities

The Operations Services Department is seeking to fill an Automotive Equipment Disposition Specialist position in the Central Automotive Division at PATC.  Work hours will be from 8 am to 4pm, at the primary work location with field work to PA facilities and contractor sites in the NY NJ area is required. 

Under the supervision of the Senior Business Manager, and in conjunction with the Port Authority’s Warehouse and Inventory Management Division (WHIM) the selected candidate will be responsible for managing and coordinating the disposition of surplus Port Authority fleet vehicles and equipment under the custody of the Central Automotive Division. The selected individual works extensively with the Automotive Engineering Staff, Division Manager, WHIM, and WHIM’s contractor(s) for the disposition of automotive equipment, shop supervisors and Automotive Engineers in managing, coordinating and providing leadership and guidance to ensure that surplus Port Authority vehicles are disposed of in a timely manner, and in obtaining fair market value to the Agency in such sales, as well as being a part of the Central Automotive Division’s customer service team providing effective customer service for all users.

Job responsibilities include soliciting information on candidates for disposal from CAD Engineers and shop supervisors, assembling and tracking the information and paperwork necessary for actual disposal, reconciling incorrect or missing key documents with NYSDMV or NJMVC, forwarding the necessary documents and information to WHIM and WHIM’s contractor, determining (in consultation with CAD management) the adequacy of value obtained for the sale, and closing out disposed vehicle files.  A key requirement is preparing and disseminating accurate and timely reports of these activities.  Inspecting vehicles or equipment at Port Authority or vendor locations may be required. Working knowledge of computer software, particularly in Word, Outlook and Excel is an essential job duty. Administer and maintain Parts Contract.  Assist with Vehicle Registration and Licensing.  May perform special projects at the direction of Supervising Staff when needed.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university.
  • Demonstrated ability to complete assigned projects with minimum supervision and timely manner.
  • Excellent verbal and written communications skills.
  • Excellent organizational and documentation skills. Ability to file electronic and physical records using a coherent, consistent system. Strong interpersonal skills and the ability to deal effectively with a wide range of managerial staff within and outside the department, as well as with contractor staff.
  • Demonstrated strong working knowledge of Microsoft programs: Word, Access, Excel and PowerPoint.
  • Knowledge of SAP.
  • Pass the required background checks and qualify for access to Secure Areas.
     

Desired

Ideal candidates will present the following profile:

  • Registered and Commissioned Notary Public in State of NJ.
  • One (1) to three (3) years’ experience in Project Management and/or Contract Administration.
  • Familiarity with Port Authority Contract Administration duties and responsibilities.
  • Familiarity with NYSDMV and NJMVC processes and requirements for vehicle titling, registration, and transfer of ownership.
  • Familiarity with key automotive regulatory metrics and DOT, NY & NJ Motor Vehicle regulations including size and weight limitations.
  • Membership and active participation in Professional Societies such as NFPA, ASME, SAE or other organizations involved the automotive field.
  • Demonstrated ability to establish working relationships with staff from all Port Authority Departments, from all levels of management including Executive Staff, contractors and outside vendors.
  • Knowledge of the Authority’s procurement and property disposition processes, Memorandum of Agreement with affiliated staff Unions, PAI’s and Port Authority Rules and Regulations.
  • Demonstrated computer skills in the MS Office Suite including Access and database creation and use, and in CAD’s M5 Fleet Management System.
