Responsibilities

Reporting to the Manager, Operations, Office of Emergency Management (OEM), Watch Desk – Communications Supervisor will administer the OEM Watch Desk and supervise the staff assigned to the Watch Desk.

 

The Watch Desk – Communications Supervisor will be responsible for the following areas, although not a complete representation of all assignments:

  • Supervise all personnel assigned to Watch Desk,

  • Provide a monthly schedule for all Watch Desk personnel,

  • Ensure that all Watch Desk personnel have current skills, knowledge and aptitude for their respective positions,

  • Work closely with the OEM Duty Officer and/or Incident Commander in office, field or Emergency Operations Center (EOC) settings to increase agency situational awareness quality and depth.

  • Work with the Emergency Operations Manager to design and provide training for OEM and EOC staff and will serve as a member of the OEM weekly duty liaison team.

 

The Watch Desk is responsible for the following, which is not a complete inventory of responsibilities:

 

  • Monitor various sources and outlets of information to create actionable intelligence to support the Agency stakeholders’ decision making process, and support emergency response efforts.
  • Identify and appropriately distribute pertinent communications / open source content that may affect the business and/or operations of the Port Authority.
  • Maintain an awareness of incidents and events occurring at local, regional, national, and international levels to understand developing situations and potential impacts to the Port Authority.
  • Support the development of communication products related to emergencies and hazardous events occurring at or around Port Authority facilities, as well as warnings to promote public and employee awareness and safety.
  • Maintain a means of on-scene situation reporting, resource acquisition and accountability for OEM Duty Officers.
  • During times of activations of the Emergency Operations Center (EOC), the Watch Desk will integrate with the established Incident Command System structure to support EOC operations, as appropriate.
  • Comply with all Port Authority policies, rules, and regulations governing the use of social media platforms, and the release of information.
  • The OEM Watch Desk monitors all manner of communications, open source information, social media and other sources of information that might affect the safety and security of The Port Authority of NY & NJ, its’ employees, tenants, contractors, customers and visitors. Additionally, the Watch Desk is a means of coordinating and distributing information and notifications internally and externally.  

 

Watch Desk – Communications Supervisor will also work on communication-related projects used to raise awareness to the general public that the Port District serves, Port Authority staff and Federal, State and local external agencies. That communication will concentrate on Port Authority emergency preparedness, response and recovery actions for both natural disasters and intentional events.

 

Specifically,

  • Conduct situational awareness and capture data from monitoring during normal business hours, during EOC activations and when assigned as an off-hours Duty Officer of:

  • PAPD and Operating Line Facility potential and actual emergencies

  • Breaking News Network (BNN)

  • Agency outbound e-mail and text notifications

  • Radio and scanner broadcasts related to PA facilities and adjacent properties

  • Social Media, including but not limited to Twitter, Facebook, Instagram, Google+, Linkedin, Reddit, Blogs, create and use of SMS, and any incident specific identified live video and photo streaming sites

  • Use and work with services as appropriate and as acquired to do data-mining and analytical trending of social media feeds

 

  • Develop written materials for e-mails, Port Authority Intranet – Employee Net (eNet) postings, PANYNJ.gov postings and social media postings related to OEM’s mission and actions

  • Work closely with the EOC Administrator to support post-emergency lessons learned related to EOC physical space, communications and administrative improvements

  • Interface with Line Departments to add value to their emergency plans as it relates to emergency facility use, life safety and PANYNJ emergency and recovery customer care communications

  • Develop and make presentations, coordinate events and coordinate display development as required

  • Participate and support annual exercises

  • Staff the OEM weekly duty rotation and conduct emergency response

  • Perform additional duties as delegated by the Manager, Emergency Operations, General Manager of Emergency Operations and/or the OEM Director   

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  •  Bachelor's Degree in Emergency Management, Business Administration, Public Administration, or other related field and at least two (2) years of years’ experience in the area of Emergency Management (government, private, or consultant)

  • Specialized training and experience in emergency communications including electronic and social media acquisition and manipulation for an emergency management organization, or for a vendor serving the Emergency Management community.

  • Proficient in the Microsoft Office suite

  • The selected candidate is expected to produce at least three samples of their writing related to an exercise, planned event or an actual emergency

  • Applicant must have a valid Driver's License

  • NOTE: The selected candidate will be subject to a police background check

Desired

Ideal candidates will present the following profile:

  • Experience as a First Responder such as police, fire service, emergency medical or public works and / or Emergency Management.

  • Experience managing a software product vendor

  • Demonstrated experience in managing large volumes of information in a high-pressure, time-sensitive environment

  • Demonstrated analytical and problem-solving skills.

  • ICS training to Level 300

  • Demonstrated excellent written and verbal communications skills.
