We are seeking a dynamic leader for the role of Director, Rail Transit and General Manager of PATH. The Director Rail Transit directs all operations, maintenance, capital programs, safety, security, administration, customer service and support functions of the PATH rapid transit railroad system. The Port Authority Trans Hudson Corporation (PATH), a legacy railroad that is an FRA-regulated rapid transit system, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Carrying over 83 million passengers per year, PATH trains run 24 hours a day, seven days a week – one of the few 24-hour systems in the world- and the 2nd densest railroad in the US in riders per mile. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region’s transportation network and as a catalyst for continued residential, commercial and employment growth.
The Director is accountable for maintaining a culture of safety at all levels and ensuring and promoting a safe and secure rail transportation network and infrastructure while meeting FTA, FRA and other regulatory requirements. This position is responsible for leading 1200 employees in the maintenance and operation of this railroad and delivering a reliable and efficient transportation service that operates as a critical link in the regional transportation network.
The Director will assume leadership of PATH at a time of tremendous growth, in 2017 ridership increased 5.4% from 2016 and is expected to continue to grow; based on planned real estate development in Hudson County NJ over the next fifteen years. The approved 2016-2017 PATH Capital Plan provides for critical projects such as automatic train control, flood recovery and resiliency projects to protect critical assets post-Superstorm Sandy, and a new railcar purchase to help PATH enhance capacity, update system technology and provide a best-in-class customer experience.
- Provide oversight, leadership and guidance to approximately 1,200 employees who operate the PATH system between NY and NJ
- Manage a 4.4 billion-dollar capital plan that includes $1.3 billion in federal grants.
- Oversee the development of budgets and capital programs to meet the mission of PATH within Federal, State and local guidelines.
- Provide oversight, leadership and guidance to matters associated with advancing initiatives that require inter-departmental and inter-agency coordination.
- Direct and oversee transportation, capital and operational enhancements including the following major capital programs:
- Communications-Based Train Control (CBTC)/Positive Train Control (PTC) Signal System Upgrade
- Purchase of new rail cars
- Rail Tunnel Salt Mitigation program to remediate damage from Super Storm Sandy
- Develop the department’s strategic planning and policy agenda, business plan, and support initiatives that ensure safety, enhance capacity, reduce costs, improve revenues and fare box recovery, and improve process efficiency, mobility, and customer service.
- Advance agency and departmental initiatives, with a focus on the impact that decisions have on operations, maintenance, security, budgets, capital investment, sustainability, and customer service and customer communications activities.
- Direct and oversee grants management function related to Super Storm Sandy mitigation projects
- Update senior executive leadership and the Board on the progress of major capital Rail initiatives.
- Manage and direct safety programs that ensure passenger and employee safety and asset protection through the implementation of infrastructure hardening, operational, technological and coordinating strategies.
- Collaborate effectively with key external stakeholders (to include federal agencies, surrounding communities, rail systems, and customer groups) on Port Authority programs and initiatives.
Candidates must present the following qualifications to be considered eligible for this position:
- Bachelor’s degree and 15 years of progressively responsible senior level experience in transit, transportation industries, military or other complex operating/logistics environments.
- In lieu of a Bachelor's degree, an additional five years of relevant experience can be substituted
Ideal candidates will present the following profile:
- Knowledge of Federal Railroad Administration and Federal Transit Administration directives, laws and regulations governing railroad operation and grants management.
- Demonstrated ability to promote a culture of safety around federal and state safety standards and regulations that provides a safe environment for employees and passengers.
- Demonstrated ability to conceive, develop, and implement major programs, policies, and plans to lead a large customer-driven business with a clear mission, carefully defined objective, targeted goals, and well thought-out strategies.
- Demonstrated strong strategic thinking coupled with the ability to translate mission, vision, objectives, and performance measures into concrete actions and results.
- Demonstrated ability to strategically assess revenue opportunities and cost management to ensure delivery of sustainable long-term financial targets.
- A credible record of achievement, performance, and accomplishment in partnering with others, such as business associates, local community leaders, and other stakeholders to achieve results and common ends.
- Progressively responsible experience maintaining effective customer service for commuter rail riders by utilizing excellent, in-depth knowledge of transportation marketing standards to increase customer satisfaction and to ensure communications are consistent and accurately represent the agency’s position.
- Demonstrated experience in managing large-scale, long term multi-million-dollar capital programs.
- Demonstrated ability to effectively organize and manage human, physical and financial resources, to achieve business goals.
- Demonstrated significant and increasingly responsible experience overseeing a diverse workforce consisting primarily of unionized staff; including experience administrating labor contracts and promoting positive labor management relations.
- Proven track record to perform effectively under pressure and to resolve conflict situations constructively.
- Demonstrated ability to manage conflict, build consensus, and facilitate problem solving and collaboration among various stakeholders
- Demonstrated excellent communication skills (oral, written, and presentation) to effectively interact with individuals and groups across a spectrum of technical capabilities.
- Experience advising senior executives and interacting with multiple governmental agencies and officials with potentially divergent views.
- Ability to engage the Board and Board Subcommittees around issues, trends, and changes in both the strategic, operating and financial models of the Agency.
- High level of integrity and dependability with a strong sense of urgency and results-orientated work ethic.
