Responsibilities

Under the direct supervision of the Physical Plant Manager (PPM), the Manager of Capital Construction (MCC) will be responsible for managing multiple projects of varying complexities, with focus on In-House Capital Construction performed at the Port Authority Bus Terminal by in-house maintenance staff of various trade disciplines. The MCC’s portfolio of projects will include all Capital Construction for the facility.

The MCC will be responsible for coordinating all Physical Plant activities of the maintenance unit with Construction/Engineering and all active capital construction projects, including special inspections. In addition, the MCC is responsible for coordinating infrastructure renewal activities and capital projects with Project Management and Engineering staff and coordinating the facility’s input in the department’s business plan. The MCC will also coordinate early PABT Redevelopment efforts for the facility.

The MCC will have complete oversight responsibilities for In-House Capital Construction performed by the facility and will establish and monitor performance objectives for all facility maintenance staff designated to construction and/or project coordination and supervision. 

The selected candidate will report regularly to the Physical Plant Manager, and other unit heads as required. In the absence of the Physical Plant Manager, the MCC may be responsible for the Maintenance unit
 

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university.
  • Must have demonstrated management or supervisory experience in a construction, engineering or maintenance environment.
  • Must possess a valid Driver’s License.

Ideal candidates will present the following profile:

  • Demonstrated experience in managing a diverse array of supervisory and field staff, including demonstrated experience supervising unionized staff.
  • Demonstrated proven record of employing team building.
  • Demonstrated ability to work effectively under a variety of conditions, with the ability to maximize resources and operate independently; be reachable 24 hours a day, 7 days a week, and have the ability to report to work expeditiously in response to facility emergencies including snow alerts.
  • Demonstrated experience identifying, understanding and integrating customer service needs into the day-to-day decision making.
  • Demonstrated ability to develop and employ problem-solving approaches that are sensitive to organizational, community and customer concerns.
  • Demonstrated superior interpersonal skills, with the ability to work effectively with diverse groups, such as tenants, contractors, vendors, and government, community and industry officials.
  • Demonstrated written and oral communication skills including experience in presenting materials to senior staff.
  • Thorough knowledge of Port Authority operating policies and procedures, including those related to administration, budget, human resources, maintenance procedures, business planning, contract administration, and the authorization process.
  • Demonstrated experience analyzing and evaluating engineering contract drawings to identify associated impacts on the facility and recommended alternatives.
  • Demonstrated experience with SAP, BudgetPRO, PeopleSoft, Microsoft Office Suite.
  • Graduate work in areas such as Engineering or Business Management.
  • Registered Professional Engineer in New York or New Jersey.
