The Port Authority of New York and New Jersey (PANYNJ) Tunnels, Bridges & Terminals Department’s Revenue Collection Group is responsible for collecting all revenues owed to The Port Authority of New York and New Jersey for vehicular travel across our bridges and tunnels, through various tolls, fees and penalties. This group supports PANYNJ’s financial policy and service performance standards for the E-ZPass Customer Service Center. To help facilitate these efforts the Tunnels, Bridges & Terminals Department’s Revenue Collection Group is seeking a Violations Portfolio Analyst. The Violations Portfolio Analyst is responsible for servicing the Managed Accounts Program for assisting large fleet owners/operators in managing portfolios and relationships for high-volume violation accounts, such as corporate fleets, rental car companies, and/or government agencies to ensure ongoing revenue collections for the Agency.

The role will coordinate with key internal partners to support servicing Managed Accounts and will entail various aspects of violations processing, customer calls, collections, payment processing, and account maintenance. These tasks require an analyst who can work independently and is self-motivate with some analytical skills to be able to retrieve data from databases, conduct analysis, observe and assess trends, and make recommendations on how to handle various high-volume violation accounts issues.


Reporting to the Supervisor of the Revenue Control Systems for E-ZPass Operations, the selected candidate will support the toll collection program with specific responsibilities for assisting in toll violations recovery through our Managed Accounts Program.  The selected candidate will be responsible for the following activities:

  • Facilitate the Managed Accounts Program to help improve revenue collections rate, by assisting with reconciliations for business and individual violation accounts
  • Develop and maintain direct relationships with violation account holders through various communication efforts/contact; target a minimum of quarterly contact
  • Screen violations data to for new cases of high-volume violation accounts; target a minimum of 3-5 new accounts per week
  • Compile and assess evidence of violations for account holders
  • Identify & resolve issues with violations held in portfolio
  • Record and process payments received via the Managed Accounts Program
  • Conduct research of violation accounts using Vector and Crystal reporting systems
  • Assist with other violations recovery effort as needed

The selected candidate will be required to run queries, conduct research and analyses, and communicate findings with customers, with contractors, and various levels of staff throughout the Agency.


Candidates must present the following qualifications to be considered eligible for this position:

  • Must possess a Bachelor’s Degree in Engineering, Transportation, Economics, Management, Business, Finance, and/or Computer Science, or a related discipline from an accredited college or university
  • 1-5 years’ relevant work experience in data management, accounting, and/or customer service with quantitative and analytical skills
  • Excellent written and oral communication skills, including experience in summarizing results of analyses
  • PC proficiency with experience in Microsoft Office applications, with strong experience in Excel
  • Strong research, analytical, organization, and customer service skills
  • Ability to gather data, perform process analysis, and provide recommendations


Ideal candidates will present the following profile:

  • Proficient in programming and database applications, such as MS Access, InfoMaker, Vector, Crystal Reports, Oracle SQL Developer, Toad, R, C++, Java, and/or Python
  • Experience with account management/client relationship management
  • Strong organizational, verbal, presentation, and written skills
  • Strong time-management skills and problem-solving skills
  • Demonstrated ability to work under pressure and meet tight deadlines
  • Demonstrated productivity in a team environment
  • Process-orientation with a strong bias for action
  • Knowledge of toll systems and/or back office operations is a plus
