Manager, Airport Operations Center (AOC), Multiple Locations

The Port Authority of NY & NJ’s Aviation Department is seeking an energetic, experienced, agile manager to oversee the daily operations of Airport Operations Centers at Newark Liberty International, LaGuardia, and JFK International Airports.  These will be three (3) different needs one at each location. 

Under the direction of the Manager, Airport Operations, the Airport Operations Center Manager will provide leadership and guidance for personnel working in the Airport Operations Center (AOC), which includes Port Authority civilian and police personnel and may include representatives from air terminal operators, airlines, business partners, and state and federal government agencies, such as the Transportation Security Administration, Customs & Border Protection, the Federal Aviation Administration (FAA) and others who have responsibility for the safety, security and efficiency of airport operations. 

The AOC Manager will oversee daily AOC operations.  The AOC will be equipped with technology and staffed with personnel to monitor and provide communication, coordination, and dispatch functions for all airport operations, including landside, terminal, airside, maintenance, AirTrain, public safety and security operations, to promote situational awareness and facilitate collaborative decision making among all airport stakeholders.

During emergencies, the AOC may initially function as an Emergency Operations Center (EOC).  The function of the airport EOC is to support a sustained response to emergencies that have a significant adverse impact to normal airport operations.  Until such time as the airport’s dedicated EOC can be activated and sufficiently staffed to manage emergency operations, the AOC Manager will provide support to emergency first responders, who will form an Incident Command.  The AOC Manager will activate the EOC, support responding EOC personnel and manage EOC operations until relieved of this responsibility by the airport General Manager or designee.  The EOC will remain in operation until resumption of normal airport operations or deactivation by the General Manager or designee.

Outside of normal business hours, the AOC Manager will be the ranking management representative onsite and will be responsible for coordinating with stakeholders all facility operations, maintenance and construction activities, as well as making appropriate notifications and coordinating the response to airport incidents and emergencies.  Day-to-day responsibilities will include planning, organizing, and managing the activities of a diverse staff of management, field supervisory and clerical personnel who serve to sustain airside, landside, and terminal and customer service programs.

The selected candidates will plan and coordinate maintenance and development of their respective AOC and EOC facilities, operational plans and concepts of operations (CONOPS) to ensure optimal functionality aligned with industry best practices.  Responsibilities may include AOC/EOC staff training, ensuring proper equipage and equipment readiness, conducting periodic training exercises, and implementing AOC and EOC improvements.

The selected candidates will also manage the preparation and administration of contracts involving the AOC and EOC, perform various administrative activities associated with the management of a large group of responding internal and external airport personnel, and will maintain effective working relationships with AOC and EOC partners and the local airport community.

The AOC Manager will be expected to be the subject matter expert (SME) for AOC operations, to include having a thorough knowledge of the AOC CONOPS and software programs applications and associated technology used by world-class AOC facilities.  In addition, he/she will interface with vendors and conduct tests – which are all part of the AOC process responsibilities. 

The selected candidates will also be the lead airport management staff for the planning, design, installation, and operational testing of new AOC facilities at each of their airports. 


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Aviation Management, Emergency Management, Business Administration, Transportation, or related field from an accredited college or university
  • Five (5) or more years related operations experience working in an aviation or operational decision-making role or an equivalent combination of education and experience, which includes knowledge of all aspects of airport operations including, but not limited to: airport operations and management procedures, emergency operations, airline operations, airfield maintenance, air traffic control operations, and airport security measures
  • Three (3) or more years of managing and leading personnel in time sensitive operational environments
  • Must be able and willing to work shifts outside of normal business hours, including early mornings, late evenings, overnights, holidays and weekends
  • Successfully obtain and maintain an airport Security Identification Display Area (SIDA) credential



Ideal candidates will present the following profile:

  • Master’s Degree in Aviation Management, Emergency Management, Business Administration, Transportation, or related field from an accredited college or university
  • Demonstrated experience in airport operations, including but not limited to aeronautical, terminal, landside or security operations
  • Demonstrated experience in emergency management operations, including but not limited to Emergency Operations Center (EOC) and Airport Operations Center (AOC)
  • Demonstrated experience managing a diverse workforce, including unionized staff
  • Demonstrated knowledge of Federal Regulations and Advisory Circulars, particularly those related to 14 CFR Part 139 and 49 CFR 1542
  • Demonstrated knowledge of the airline industry business and operating practices
  • Demonstrated experience in delivering customer service and customer communications programs in a transportation-related, high operational tempo environment
  • Ability to balance multiple competing priorities in a fast -paced environment
  • Demonstrated experience as a strong communicator with a proven ability to excel under pressure
  • Demonstrated exceptional organizational skills with the ability to multitask in a fast-paced environment
  • Demonstrated sound judgment and decision-making skills necessary to manage operational and emergency situations
  • Ability to work effectively with people representing diverse interests, such as airlines, terminal operators, service contractors, vendors, media, federal/state/local government officials, and industry experts
  • Strong interpersonal skills with the ability to establish and maintain positive working relationships with all levels of personnel who may serve in an AOC/EOC, including demonstrated experience interacting with members of uniformed services, their management, and civilian executive management within and outside the agency
  • Ability to successfully complete annual 14 CFR Part 139 recurrent training
  • Ability to be proactive by identifying developing issues and putting measures in place to mitigate negative outcomes
