Responsibilities

This position is with the Office of Environmental and Energy Programs. The selected candidate will serve as Senior Energy Analyst supporting the development and implementation of energy and utility programs. Projects will include energy efficiency, renewable energy, water conservation, distributed generation and energy storage.  The incumbent will be responsible for tracking regulatory developments and incentive programs that will have an impact on utility rates and projects the Port Authority is pursuing.

Responsibilities

This position provides an excellent opportunity for a highly competent, creative, driven candidate to interface with various Port Authority departments and learn about energy/water conservation technology and strategies through planned implementation at the agency’s NY and NJ facilities.  The assignment will also aid the agency by advancing other beneficial energy-related projects, and promote advanced energy and utility management practices.

  • Support energy efficiency, water conservation and distributed generation projects by assisting with management of project planning, design, construction and close-out efforts.

  • Identify new energy/water efficiency, renewable/distributed energy, energy storage or other energy-related projects by evaluating consumption, relative energy costs and other operating characteristics of Port Authority facilities.

  • Perform cost-benefit and other financial analyses of approved and proposed projects.

  • Coordinate the efforts of multiple staff departments as required.

  • Monitor program/project status by tracking scope, timeline and associated cost impacts.

  • Process project invoices and change orders including, but not limited to, contract changes, approving contractors’ work and verifying payment applications and other contract requirements as needed.

  • Track energy market, regulatory developments and technology advancements related to energy and water.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

Bachelor’s Degree in Energy Management, Engineering, Construction or a related discipline with aptitude in Project Management and Economics. Advanced degree in Energy Management, Energy/Environmental Policy, Public Administration, Engineering, Business or related field with aptitude in Economics and Finance/Accounting preferred.

Demonstrated management and organizational experience, including coordinating with Port Authority facility staff, stakeholders and contractors, in developing, implementing and managing project plans, deliverables and schedules.

Demonstrated experience with Engineering review processes, and coordination with agency departments and facilities.

Knowledge of business practices as they relate to project implementation, including basic principles of accounting, financing and budgeting, creativity and problem-solving ability.

Demonstrated quantitative and analytical skills, including performance measurement.

Ability and willingness to learn technical subject matter related to utility metering, energy use and conservation, demand response, including details about the basic building systems/equipment and interpretation of design drawing sets involved in these projects. Previous knowledge of such subject matter preferred.

Advanced interpersonal skills, with demonstrated initiative.

Excellent written and oral communication skills, including the ability to make concise presentations to a variety of audiences.
