Labor Relations Analyst

Responsibilities

Under the direct supervision of the Chief Negotiator, PATH Labor Relations, the incumbent provides analytic and logistical support to execute PATH’s collective bargaining strategies and labor relations functions, to include dispute resolution and application of contract language.  Key tasks include economic analysis of bargaining positions and strategies; industry research; analytic support for preparation of grievance responses and arbitration positions; and consultation to PATH staff and union officials regarding appropriate interpretation of contract language.  The incumbent performs analysis pertinent to PATH’s attendance management function, to include research of best practices, implementation of training and educational protocols, and transactional administration of attendance/absence matters.


Additional responsibilities include managing PATH Corporation and PATH Department new employee on-boarding; administering discipline and grievance disputes for issues related to attendance; implementing strategies that overcome FRSA whistleblower challenges, and updating the PATH Attendance Policy (including support on all legal and labor directed challenges).

NOTE: This is a Port Authority Position.  The incumbent is not enrolled into Railroad Retirement.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • A Bachelor’s Degree in Labor Relations Management, Human Resources Management, Economics, or related filed, with coursework and preparation in analytics.
  • 4 years’ experience in Labor Relations

Desired

Ideal candidates will present the following profile:

  • A Master’s Degree in Industrial/organizational psychology; or another field with emphasis on analytic preparation is preferred. 
  • Demonstrated strong analytical skills, and ability to convey technical information in written form.
  • Demonstrated ability to independently implement strategies to facilitate attendance and engagement. 
  • Excellent independent project managements skills.
  • Demonstrated ability to communicate effectively, both verbally and in writing.
  • Demonstrated ability to exercise sound judgement and discretion in handling confidential information.
  • Demonstrated ability to persuade management and field staff at all levels regarding appropriate handling of disputes or bargaining positions.
