Responsibilities

Under the supervision of the TB&T facility General Manager, the Physical Plant Manager is an integral part of the TB&T facility management team.  The Physical Plant Manager is fully responsible and accountable for a wide variety of activities that operate on a 24/7 schedule including: all aspects of the performance of the facility’s maintenance, life safety systems, structural integrity, CCTV and access control systems, environmental, hazardous waste management, sanitation and construction programs; the coordination and prioritization of the Capital Program and Operating Major Works Program; the performance and completion of facility customer service plans; and physical security issues and improvements.  In addition, the incumbent directs administration of disciplinary hearings, supervision of maintenance labor agreements, and oversight of service contracts. 

The Physical Plant Manager is the primary liaison between the facility and corporate staff responsible for providing input and support for the existing and future Enterprise Asset Management (EAM) system.  This includes, but not be limited to:  development and implementation of Preventative Maintenance Rosters and maintenance procedures; attending meetings and providing feedback on existing maintenance practices and procedures as well as reviewing and modifying current business practices; and participating in various work groups supporting the agency’s EAM effort.  In order to advance sound asset management and a state of good repair, of the facility’s infrastructure and systems, the Physical Plant Manager is also responsible for driving the facility’s Capital and Operating Major Works Programs, coordinating infrastructure renewal activities and capital projects with Project Management and Engineering staff and coordinating the facility’s input in the department’s Business Plan.  The Physical Plant Manager has full responsibility and accountability for the preparation and management of the Maintenance Unit’s budget.  In the absence of the General Manager, the Physical Plant Manager may be responsible for the operations of the facility.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree in Engineering or a related discipline from an accredited college or university. Graduate work in areas such as Public Administration, Business Management or Engineering is desirable.

  • Five (5) years of progressively responsible management experience preferably in an operating environment with three (3) years’ experience supervising unionized staff.

  • Must possess a valid Driver’s License.

Ideal candidates will present the following profile:

  • Experience managing staff with diverse trade skills in a field environment, including demonstrated experience supervising professional maintenance staff, with a proven record of employing effective team building.
  • Experience with developing Maintenance Rosters and procedures, and familiarity with computerized maintenance management systems and their development, configuration, and set-up.  
  • Demonstrated experience analyzing and evaluating contract drawings, tenant alternations applications, and blueprints to identify associated impacts on the facility and recommend alternatives.
  • Proven ability to work independently and prioritize assignments during emergency response situations, with the ability to respond to all facility emergencies on a 24/7 basis.
  • Proven project and resource management abilities with demonstrated experience establishing priorities, assessing trade-offs, resolving conflict, and mitigating risks in a manner that supports the facility Operating and Capital programs
  • Demonstrated ability to develop long-range plans and prepare and implementation strategy.
  • Demonstrated experience identifying, understanding, and integrating customer service needs into day-to-day decision making.
  • Demonstrated knowledge of asset management techniques and tools that help decision makers maximize the useful life, or realize the full potential of assets at minimal costs.
  • Superior written and oral communication skills with demonstrated experience in presenting materials to senior staff.
  • Demonstrated superior interpersonal skills, with the ability to work effectively with diverse groups both inside and outside the agency, such as senior staff, tenants, contractors, vendors, and government, community and industry officials.
  • Thorough knowledge of Port Authority operating policies and procedures, including those related to administration, budget, human resources, maintenance procedures, business planning, contract administration, and the Board Authorization process. 
  • Demonstrated experience in managing unit overtime.
  • Demonstrated experience in directing snow removal operations.
  • Demonstrated negotiation and conflict resolution skills in labor agreements and disciplinary procedures. 
  • Ability to perform periodic off-hour facility inspections
