The Supervisor, Service Contracts and Compliance is responsible for administering the agency-wide fuel management and environmental compliance, vehicle accident management, and vehicle warranty claims contracts, totaling over roughly $30 million. Hand-in-hand with the fuel program, the Supervisor distributes employee fuel PINs, and PA vehicle key FOBs and fuel cards, and insures environmental management and compliance for 12 fueling sites and 7 auto shops.  The select candidate will also be responsible for the status of all CAD contracts, understanding their limits and advising the Manager when they will be expiring and that there are appropriate amount of funds remaining.  In addition to the above, the Supervisor is in charge of CAD staff responsible for safety and technical training of roughly 100 auto shop employees; vehicle and equipment titling and registration and Commercial Driver’s License (CDL) monitoring and enforcement.

Significantly, the Supervisor works extensively with the Central Automotive Division (CAD) Manager, Assistant Manager, shop supervisors and other CAD staff to bring the division into the 21st century through customer-focused technological process enhancements, data-centric transparency and a general eye towards continuous improvement. Often such work requires outreach to other public entities, individual research, and a basic understanding of data analytics and database technology.

The purpose of this position is to support field operations of all Port Authority staff at all facilities that use vehicles and equipment as it relates to fuel, environmental issues, accident repairs and Department of Motor Vehicle (DMV) needs that include registrations, renewals and insurance cards for over 2,400 vehicles within the fleet.  Additionally, this position supports the field operations of the Central Automotive Division (CAD) with respect to warranty, safety, and technical training. It is also a primary contact point for Law with regard to vehicle damage claim subrogation. Work hours will be from 8 am to 4 pm, at the Port Authority Technical Center (PATC) in Jersey City, NJ, with occasional field work to PA fuel sites and/or CAD auto shops. Some projects may require night or weekend work. The supervisor is on call 24/7/365 for any and all fuel supply and fuel management issues.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree involving coursework in Engineering, Computer Science, Environmental Science or a related field or equivalent professional experience
  • One year or more experience supervising staff
  • One year or more experience in contract administration
  • Basic understanding of conducting statistical and/or data analyses
  • Working knowledge of word processing, spreadsheet (ex. pivot tables) and database and network communications
  • Proficiency in Microsoft Word, Excel, Access and Outlook
  • Ability to share and communicate ideas both verbally and in writing to executive staff, business sponsors, and technical resources in clear concise language that is native to each group
  • Strong organizational skills. Must have the ability to prioritize workload effectively
  • Valid Class D Driver’s License with a demonstrated safe driving history


Ideal candidates will present the following profile:

  • Familiarity with Assetworks M4/M5 Fleet Management System, or similar program
  • Familiarity negotiating data sharing and data warehousing coordination between an organization and vendors
  • Knowledge of Underground storage and above ground storage tanks (UST/AST) environmental requirements in NY and NJ
  • Membership in Professional Societies such as NAFA, or other organizations involved in fleet and/or fuel management
  • Demonstrated customer service, decision-making, problem solving, teamwork and interpersonal skills
  • Proven ability to maintain complex technical projects and manage conflict
  • Ability to solve problems and carry out responsibilities with minimal supervision
  • Demonstrated ability to establish working relationships with staff from all Port Authority Departments, from all levels of management including Executive Staff, contractors and outside vendors
  • Demonstrated knowledge of the Authority’s procurement process, Memorandum of Agreement with affiliated staff Unions, PAI’s and Port Authority Rules and Regulations
  • Experience with technology upgrades
