Senior Program Manager

Responsibilities

This is a long-term PROJECT POSITION located at Moynihan Station, NY, NY

The Senior Program Manager will report to the Senior Engineer of Construction PATH/Moynihan and have the responsibility of the overall program and delivery of Phase II of the $1.6 Billion Moynihan Redevelopment Program.  In addition, the Senior Program Manager will report to the Chief and/or Deputy Chief of Construction for project related issues.  The successful candidate will be the primary point of contact for the Port Authority on the project and will work closely with the executive staff of the MSDC. 

The Senior Program Manager will be responsible for but not limited to the following:

  • Overall responsibility for the performance of the design build team, including oversight of the overall project budget and schedule.    This work will involve the management of the Project Manager firm and sub consultants.  In addition, the program manager will work with the PM staff and project sponsors to ensure the scheduling of all commissioning activities, testing, training and final inspections occur on time to ensure a station opening of December of 2020. 
  •  Report to the MSDC and Port Authority Executive Staff as well as the MSDC and Port Authority Board of Directors, as required, on project progress, issues and actions as well as schedule and budget status.
  • Assure and maintain a reporting process satisfactory to the MSDC, which ensures prompt and effective communication between MSDC and the Port Authority with respect to the budget and schedule status of the project during the design and construction phases.
  • As required, provide advice and assistance to the MSDC in their preparation of federal grant agreements.
  • As required, support MSDC to negotiate with the associated railroads for track outages, force account support and change implementation.
  • As required, negotiate changes with Developer and Contractor.
  • Act as a liaison for MSDC with outside private and government agencies.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  •  Bachelor’s Degree in Engineering or Architecture from an accredited college or university
  •  Registered Professional Engineer or Architect in the State of New York or NJ

Desired

Ideal candidates will present the following profile:

  • A minimum of fifteen years’ experience in progressively more responsible positions in program management.
  • Demonstrated experience managing a staff or Project Managers, Engineers and/or Architects.
  • Demonstrated experience managing large capital programs that involve significant design and construction elements including the monitoring and reporting of cost forecasts against budgets and the management of project schedules.
  • Superior oral and written communication and presentation skills including experience making presentations in front of large client groups and upper management staff and communicating effectively with executive staff.
  • Strong problem solving and decision making skills.
