The Sr. Project Manager, Security Technology Maintenance is responsible for supporting the on-going technology usage and maintenance of products and systems within the Office of the Chief Security Officer’s Security Operations & Programs Department (SOPD). The Project Manager will work with and aid end-users on maintaining existing and new technology deployed throughout the Agency, including all Line Departments and Port Authority Police Department. The Project Manager will create a multi-year vision for the evolution of technology and systems taking into consideration lifecycle management, capacity planning as it relates to expansion and modifications of systems, along with enhancements such as new feature-sets or modules that may become available via upgrades or patches. He or she will also drive collaboration with project management and uniform staff to ensure proper project planning and implementation occurs, and oversee the on-going management of major systems, including Computer-Aided Dispatch, Mobile Field Reporting, Records Management, Impound Management, and License Plate Readers, Card Access Control, CCTV, and other new and existing sensor based systems.



  • In cooperation with PAPD and other stakeholders, create and advance a vision for technology maintenance that is consistent with best practices in law enforcement
  • Follow established technology project life-cycle plan for all systems and initiatives from inception, implementation, acceptance, and maintenance
  • Develop a master plan and schedule that includes existing software/hardware, any replacement needs, and implementation of new tools and technology for optimal management and efficiency
  • Liaise with maintenance vendors and manage maintenance contracts to ensure timely implementation of new upgrades, patches, modules, and modifications according to manufacturer recommendations and project schedules
  • Coordinate civilian and uniform resources during the planning, training, and implementation phases for any technology upgrade being deployed
  • Manage a team of system administrators for on-going support and maintenance of security technology and report on performance and use-cases from both a civilian security and Police perspective:
    • Orientation and training, planning, assigning and directing work, coaching and appraising performance, and resolving problems
    • Functionality of the technology and how it is performing and if any operational policies/protocols require modification
    • Drive solutions to issues and corrections required with the systems including break-fix, patching, upgrades, backups and other routine maintenance tasks as well as customer follow-up and feedback
    • Budget requirements for procurement of enhancements as well as long term maintenance items and contracts
    • Capacity planning requirements from both an infrastructure and personnel perspective
  • Work in harmony with management counterparts across the agency and within the Security Technology Deployment Group to ensure seamless hand-off of projects and deployments including:
    • Maintenance Plan Guidance (re-occurring tasks & tracking requirements).
    • Training of end users and administration staff including quality assurance and refresher training.
    • Operations plans and any changes to policy due to new technology or system.
    • Minimizing disruption to daily functions at customer sites.
  • Responsible for practicing industry “best practices” on all tasks assigned



Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelors Degree in Engineering, Computer Science, Networking, Information Systems or a related Information Technology field or equivalent professional experience.

  • Five years or more of progressively responsible experience working with technology based systems.

  • One year or more of experience supervising staff

  • Proven experience managing projects and programs related to deployment and maintenance of technology systems and associated support

  • Experience drafting policies, strategic documents, implementation plans, and interagency agreements, with an eye toward identifying and facilitating actionable outcomes from the gaps and options

  • Excellent written and oral communication skills

  • Strong presentation and facilitation skills

  • Must have experience on multiple hardware and software environments and be comfortable with complex multi-vendor systems environments

  • Thorough knowledge of system design, network design, AC/DC electric theory
  • Strong teamwork and leadership skills
  • Ability to share and communicate ideas both verbally and in writing to executive staff, business sponsors, and technical resources in clear concise language that is native to each group
  • Strong organizational skills.  Must have the ability to prioritize workload effectively
  • Build and maintain repository of deliverables, methodologies, white papers, and client-oriented and administrative level documentation

  • Thorough knowledge of performance measurement methodology

  • Ability to assess and provide feedback on field conditions including areas for improvement

  • Large system hands-on troubleshooting experience
  • Thorough knowledge of Microsoft Server and Desktop Operating Systems
  • Application and Database Server troubleshooting skill-set, including hands-on experience (i.e. SQL)
