Assistant Manager, Security Technology Planning & Deployment

Responsibilities

The Assistant Manager of Security Technology Planning & Delivery is responsible for supporting the on-going technology planning and delivery of products and systems within the Office of the Chief Security Officer’s Security Operations & Programs Department (SOPD). The Assistant Manager will work with and aid end-users on finding technology that can meet a need or solve a problem; as well as communicate internally on new products, solutions, and applications for new and existing technologies. This includes technology & systems used by the Port Authority Police Department as well as civilian and contract security staff throughout the Agency. The Assistant Manager will drive collaboration to ensure proper project planning and implementation occurs, and assist with expansion of major systems, including but not limited to Computer-Aided Dispatch, Mobile Field Reporting, Records Management, Impound Management, License Plate Readers, Card Access Control, CCTV systems, and other new and existing sensor based systems. 

 

MAJOR RESPONSIBILITIES

  • Follow established technology project life-cycle plan for all projects and initiatives from inception, implementation, acceptance, and maintenance
  • Develop a master plan and schedule taking into account currently deployed software/hardware, replacement needs, and implementation of new tools and technology for optimal integration and efficiency
  • Liaise with technology vendors and manage open contracts to ensure timely implementation of new product deployments and modifications according to schedules 
  • Coordinate civilian and uniform resources during the research, planning, implementation, training, and support phases for any new technology to be deployed
  • Navigate potential labor or staffing impacts imposed by the introduction of new technology, and work closely with Labor Relations to promote resolutions
  • Manage a team of system analysts for on-going research and discovery of new security technology and report on applicability including use-cases from both a civilian security and Police perspective:
    • Orientation and training, planning assigning and directing work, coaching and appraising performance, and resolving problems
    • Functionality of the technology and how it affects current operations/policies/protocols
    • Budget requirements for procurement as well as long term maintenance
    • Assist in procurement and deployment phases for duration of the portfolio of projects
    • Capacity planning requirements from both an infrastructure and personnel perspective
  • Work in harmony with management counterparts across the agency and within the Security Technology Operations & Maintenance Group to ensure seamless hand-off of projects and deployments including:
    • Maintenance Plan Guidance (re-occurring tasks & tracking requirements).
    • Training of end users and administration staff
    • Operations plans and any changes to policy due to new technology or system
  • Responsible for practicing industry “best practices” on all tasks assigned
  • Provide quality assurance for services within solution area (train technicians, engineers, officers on the new technology as needed)

 

 

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelors Degree in Engineering, Computer Science, Networking, Information Systems or a related Information Technology field or equivalent professional experience

  • Five years or more of progressively responsible experience working with technology based systems

  • Two years or more of experience supervising staff

  • Proven experience managing projects and programs related to deployment of new technology systems

  • Experience drafting policies, strategic documents, implementation plans, and interagency agreements, with an eye toward identifying and facilitating actionable outcomes from the gaps and options

  • Excellent written and oral communication skills

  • Strong presentation and facilitation skills

  • Must have experience on multiple hardware and software environments and be comfortable with complex multi-vendor systems environments

  • Strong teamwork and leadership skills
  • Ability to share and communicate ideas both verbally and in writing to executive staff, business sponsors, and technical resources in clear concise language that is native to each group
  • Strong organizational skills.  Must have the ability to prioritize workload effectively
  • Build and maintain repository for deliverables, methodologies, and business development documents

  • Thorough knowledge of system design, network design, AC/DC electric theory
  • Ability to assess and provide feedback on field conditions including areas for improvement
