Responsibilities

The Port Authority’s Tunnels, Bridges and Terminal Department runs some of the busiest and most critical transportation facilities in the New York-New Jersey metropolitan region.  The six vehicular crossings (the George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Goethals Bridge, Bayonne Bridge and Outerbridge Crossing), and the Port Authority Bus Terminal in Midtown and the and George Washington Bridge Bus Station in northern Manhattan serve nearly 1 million travelers daily.  It takes a dedicated team of hundreds of men and women to operate these facilities safely, efficiently, and with a high standard of customer service.  We are rebuilding facilities and systems, with two major bridge replacements and a new electronic toll collection system underway, and several mega projects on the horizon, including the replacement of the world’s busiest bus station, the Port Authority Bus Terminal.  Our program of infrastructure and systems renewal provides an opportunity to reimagine our operations for the 21st century. 


The Port Authority’s Operations Fellows Program is an opportunity for passionate individuals to help shape the future our transportation network. As part of this program, we are seeking transportation professionals with an interest in operations management to join our Tunnels, Bridges and Terminals team.  Since the opening of the Holland Tunnel in 1927, the Port Authority has been a leader and innovator in surface transportation.  This is your chance to join the Tunnels, Bridges and Terminals team as we connect the region in new ways for generations to come. 


The Operations Fellows Program within the Tunnels, Bridges and Terminals Department is designed for career-minded individuals with an interest transportation operations management, who aspire to manage people in the future.  This program is a two-year rotational experience designed to provide candidates with exposure to a variety of operating functions that are at the heart of our tunnel, bridge and bus terminal operations, including:

  • Incident Management and Response -  principles of incident management, emergency response protocols and procedures, firefighting, towing and quick clearance
  • Workforce Management -  scheduling, overtime and absence management, collective bargaining unit practices, training and development
  • Construction Coordination -  regional agency communications, construction project coordination (maintenance forces and construction contractors), lane closure practices, work zone safety and security, public and community communications
  • Traffic Control and Management -  Intelligent Transportation Systems (ITS) applications, traffic management center functions and systems, incident mitigation analysis
  • Finance and Audit Management -  budgeting, capital programming, performance management and reporting, traffic and revenue forecasting, operations management analysis, operations controls, audit response
  • Customer Service – Providing programs and initiatives at TB&T facilities that improve the customer experience.
  • Toll Revenue Operations -  including cash toll collection and the E-ZPass electronic toll collection system


In addition to rotational assignments within the Tunnels, Bridges and Terminals Department, individuals will be able to learn more about the Port Authority overall through executive networking sessions, facility tours, and structured training and development programs.  Operations Fellows will also have leadership development opportunities through customized training and workshops, individual coaching and mentoring, and development exercises to prepare them to become future leaders the Port Authority’s essential operations.  Upon successful completion of the program, Operations Fellows will be considered for operations management roles within the Tunnels, Bridges and Terminal Department.


Operations Fellows will be selected based on academic achievement, analytical and communication skills, and work experience.  The selection process for the Program is highly rigorous and consists of multiple rounds of interviews, including a qualitative interview, a competency-based panel interview, and multiple assessment exercises.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Industrial Engineering, Engineering Management, Transportation, Labor Management, Business Administration, Finance, of a related field
  • Demonstrated interest in transportation operations through prior work experience, areas of study, internships, other volunteer service experience (volunteer fire fighting, emergency medical response, facility management, transportation, etc.)

Ideal candidates will present the following profile:

  • Master’s degree
  • 1-2 years of relevant work experience
  • Interest in working in “front line” operations and leading people
  • Interest in public service
  • Demonstrated problem solving and analysis skills
  • Able to work effectively in across organizational levels, from executives to unionized workforce
  • Strong presence, excellent written and oral communications skills
  • Proficiency with Microsoft Office Suite
