Major Capital Projects has overall responsibility for the development of the WTC site, delivery of the Gateway Program, PATH Extension to Newark Airport, the new PABT, as well as the Bayonne Bridge Project.
Reporting to the Manager, WTC Infrastructure and Project Development group, the incumbent will be responsible for planning, design, and construction of the WTC Flood Mitigation and Resiliency Improvements (FMRI) projects that are substantially funded by Federal Transit Administration (FTA) grants. The overall FMRI program is budgeted at $150 million and construction is underway. The incumbent will be responsible for overall implementation of assigned projects within the FMRI program, including leading teams of construction management, professional A/E staff, and contractors to complete projects within prescribed budget and schedule parameters. In addition, the incumbent will administer associated design and construction contracts, including review of contractor submittals, monitoring of construction progress; review and approval of consultant and contractor invoices for earned value, preparation and negotiation of change orders, preparation of project reports and other deliverables, and ensure adherence to WTCC quality and safety plans. Other activities include external coordination, executive and external reporting, and other interfaces with external stakeholders and facility operations, with a focus on resolution of conflicts that impede project progress. All management activities will provide for the efficient and cost effective project execution within Port Authority authorizations and compliance with Federal grant requirements.
