Reporting to the Program Director, and under the direct of the Engineer of Construction (EOC), the Resident Engineer will be responsible for the day-to-day management of contractor activities in WTCC/MCP.  Under the direction of the Engineer of Construction (EOC), the individual has the responsibility for the day-to-day management of contractor activities at all PA Facilities. The goal is to have, in the future, all Facilities managed by a Senior Resident Engineer. 

The RE is the LEA for Stage 4 and oversees the schedule, budget and adherence to the contracted scope for all construction projects assigned to the facility under his/her supervision. He/she supervises a staff of Engineers, Inspectors and Administrators who assure the overall quality of the installed product.  RE and staff monitors the contractor’s adherence to plans, specifications and approved shop drawings, assure construction methods are properly coordinated with Facility operations and are performed safely, administer the contracts within PA standards, investigate construction problems and make recommendations on the need for extra work, chair and/or assist in meetings, advise and be willing to represent EOC during their absence, facilitate office correspondence, i.e., contract changes, evaluate contractors’ work and verify progress for payment applications, review daily narratives and controlled inspection reports, and other contract requirements that may arise. The RE negotiates lump sum changes and settles, or elevates as appropriate, disputes with the contractor.  The RE will report construction project status to the Program Director and Deputy Director, Construction.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Engineering, Architecture, or a related technical discipline from an accredited college or university OR a minimum of twenty (20) years of progressively more responsible experience in construction management, including progressively more responsible supervisory experience.
  • Valid Driver's License


Ideal candidates will present the following profile:

  • Demonstrated experience in construction, architecture, mechanical, electrical or civil/structural engineering, including the maintenance of project plans, setting priorities and incorporating facility operations and security requirements into project plans.
  • Proven ability to manage projects of similar size, complexity and risk and effectively utilize limited available resources to achieve complex goals.
  • Demonstrated experience with building construction industry in the City of New York, as well as all applicable jurisdictional building codes (i.e., building codes of the City of New York and OSHA).
  • Demonstrated knowledge of established PA procedures and processes including, but not limited to project and construction management, the Tenant Construction/Alteration Application (TCA/TAA) review process, financial systems, and document control.
  • Demonstrated leadership, problem solving and conflict resolution skills.
  • Demonstrated oral and written communication skills, including report preparation.
  • Strong interpersonal skills, including demonstrated experience interacting with executive management and construction professionals within and outside the Port Authority.
  • Demonstrated knowledge and implementation of construction strategies, processes and procedures.
  • Demonstrated problem solving and decision-making skills.
  • Demonstrated experience supervising and coordinating Port Authority construction projects.
  • Demonstrated experience and working knowledge of project management software including, but not limited to, Constructware, Primavera and Excel.
