Reporting to the Chief Human Capital, the Deputy Director, Human Resources (HR) leads the Human Resources Department in developing and overseeing initiatives and programs to meet emerging and current business needs that support over 7,000 agency-wide employees, including a highly unionized workforce and a $26-million-dollar annual department budget. The Deputy Director, HR is responsible for directing and managing approximately 100 employees across all functional areas of human resources to include: HR Business Partner function, talent acquisition and staffing; test development & assessment; talent management and leadership development, employee benefits; compensation and classification programs, employee communications, employee relations, talent analytics, HR information systems and occupational health services. He or she will need to offer consulting advice, including transformational ideas, to provide the greatest benefit to The Port Authority of New York and New Jersey and its stakeholders. Direct multiple divisions centered on Business Strategy & Solutions, Talent Centers of Expertise and Organizational Policy & Support.
Nurture a culture within the department where a connection between achieved best practice is balanced with pursuing necessary business results.
Direct a human capital strategy and work force planning process to ensure identification of enterprise-wide risks that integrate agency business needs with financial constraints.
Function as a strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues.
Provide policy guidelines and services to client departments in the recruitment, selection, and placement of personnel. Assure uniform application of job qualification principles throughout the Authority so that standards of fairness and equitable treatment are maintained.
Develop HR plans and strategies to support the achievement of the overall organization’s business objectives.
Provide internal management consulting services to other departments on human resources policy and programs, managerial, organizational planning and design issues.
Provide guidance to senior leaders on a variety of employee development, performance management, and placement issues.
Develop and implement comprehensive compensation and benefit plans that are compliant, competitive and cost effective for the organization in order to attract and retain the workforce.
Lead business planning to translate enterprise wide talent themes and periodically stress test to ensure alignment.
Will need to leverage excellent judgment and good common sense.
Bachelor’s degree from an accredited college or university.
Advanced degree or coursework in public or business administration, human resources management and SPHR certification are highly desirable.
Seasoned HR professional with a record of success in advancing organizational priorities, including demonstrated experience working and engaging with senior level executives in a corporate / public sector environment.
Highly desirable to have experience with strategic work force planning, and experience with compensation and benefits design and administration.
Skillsets of the successful candidate need to at the very least complement those of the Chief of Human Capital.
Proven success working on major organizational initiatives concerning human resources management.
Strong project management experience, including the ability to manage multiple priorities in a fast-paced environment while maintaining a focus on details and results.
Does not need to be a technical expert, but must have a broad knowledge of recruitment, selection, training, compensation and benefits, employee relations, labor relations and human resources planning, and HR information systems.
Knowledge of business acumen and management principles involved in strategic planning, resource allocation, human resource modeling, leadership techniques, and coordination of people and resources.
Demonstrated ability to develop a strategic vision with comprehensive plans and objectives and a proven track record to act decisively, perform effectively under pressure and to resolve conflict situations constructively.
Ability to effectively utilize, motivate and develop staff.
Strong analytical, problem-solving and interpersonal skills.
Excellent organizational, communication, management skills.
Need to be able to establish strong, viable relations and able to interact with individuals and maintain good working relations.
Able to determine and deliver actionable solutions.
Ability to broker a deal, while handling nuances and political reality.
Intellectually curious and connected to what is going on.
Able to motivate people to make decisions.
Ultimately, capable of succeeding the Chief of Human Capital.
