The Aviation Department of the Port Authority of New York and New Jersey is currently seeking a motivated and experienced Program Manager of Airport and System Operations to move the planning of the LGA AirTrain and associated LGA Redevelopment initiatives into the next stages!

Reporting to the LGA AirTrain Senior Program Manager the Airport and System Operations Program Manager will provide supervision, guidance and leadership to the Program and Project Managers assigned to LGA AirTrain to move the planning of the LGA AirTrain and associated initiatives into the next stages of development.

The Airport and System Operations Program Manager will be responsible for day-to-day coordination with LGA Operations throughout planning, procurement and construction and strategic development and procurement of the AirTrain system’s operations and maintenance specifications. This position will oversee both PA and Consultant staff. Prior to AirTrain system testing, this individual will develop expertise in AirTrain operations, safety and security.

Once the AirTrain is open for service, this position will support the operation of the AirTrain system.

This individual will be responsible for, but not limited to:

  • Managing the Program and consultant staff to ensure the AirTrain system is developed in such a manner that supports a safe and efficient operation
  • Overseeing the system testing and commissioning phase from start to finish, including management of specialized consultant staff
  • Coordinating with LGA redevelopment staff to oversee the operational integration of the AirTrain system with ongoing terminal redevelopment projects
  • Leading coordination with LGA Management and Operations staff and the Authority’s AirTrain Safety Oversight Board
  • Developing and executing an operational readiness and transition plan for the AirTrain system
  • Management of budget, audit, document control processes for the LGA AirTrain program
  • Preparation of Board materials, including high quality MJs, briefing folders, support materials and presentations.
  • Review and analysis of best practices in Airport People Mover system development, operations and safety to ensure the development of a high quality AirTrain system



Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Engineering, Transportation Planning or related field from an accredited college or university
  • Minimum five (5) years progressively responsible project and program management experience in complex, transportation infrastructure projects, including knowledge of design, construction, procurement and operations
  • Experience in rail, Automated People mover and/or airport terminal operations, safety, planning, system testing or commissioning, including establishment of project plans, setting priorities, managing risks and coordinating project activities
  • Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders
  • Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources


Ideal candidates will present the following profile:

  • Experience interfacing with and negotiating amongst multiple external stakeholders to resolve conflicts and maintain design consistency
  • Experience managing and supervising others to effectuate program workload effectively utilizing limited available resources
  • Demonstrated strong managerial skills to provide requisite oversight for consultant architectural and engineering and construction services
  • Proven ability to manage many projects simultaneously and effectively utilize limited resources
  • Extensive experience in managing and influencing diverse work groups, project teams and internal and external stakeholders, including Regulatory Agencies
  • Knowledge of the Port Authority’s Capital Authorization and Contract Administration Processes
  • Registered Professional Engineer (PE) in New York and/or New Jersey
