The Aviation Department of the Port Authority of New York and New Jersey is currently seeking an experienced Program Manager to focus on Interagency Coordination for the LGA AirTrain project.  You will take a lead role in all communications with external agencies such as the MTA, NYC, LIRR and NYSDOT.  Once the AirTrain is open for service, you will provide on-going support.

Reporting to the LGA AirTrain Senior Program Manager the Interagency Program Manager will provide supervision, guidance and leadership to the Program and Project Managers assigned to LGA AirTrain to move the planning of the LGA AirTrain and associated initiatives into the next stages of development.
The Interagency Coordination Program Manager will be responsible for leading day-to-day interagency coordination with the Metropolitan Transportation Authority, New York City Transit, Long Island Rail Road, New York State Department of Transportation, New York City Department of Transportation, and other external agencies as necessary.
Once the AirTrain is open for service, this position will support the operation of the AirTrain system.

This individual will be responsible for, but not limited to:

  • Developing and executing strategies to ensure Port Authority goals and objectives are achieved in all aspects of interagency coordination throughout planning, procurement, construction, testing and commissioning
  • Providing management for all program coordination efforts with City, State and Federal agencies required to support the successful development of the program
  • Attending meetings with relevant City, State and Federal agencies and coordinating staff representation from Aviation, Engineering, Law, Procurement and LGA Redevelopment Departments Developing and executing an operational readiness and transition plan for the AirTrain system
  • Assisting in negotiations with stakeholders as appropriate, including coordination with airport tenants, staff departments, utility providers, City, State and Federal agencies required to support the successful development of the program
  • Supervising Port Authority and consultant staff to ensure all interagency coordination aligns with the strategic advancement of the program
  • Developing and managing the program’s interagency outreach log, including the documentation and organization of all interagency meeting minutes
  • Oversight of Memoranda of Understanding with relevant City, State and Federal agencies, including coordination with Aviation and Law Departments as necessary


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's Degree in Engineering, Planning or Architecture from an accredited college or university (or related field)
  • Minimum five (5) years progressively responsible project and program management experience in complex, transportation infrastructure projects, including knowledge of design, construction, procurement and operations
  • Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders within and outside the PA,
  • Thorough knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources
  • Demonstrated experience managing external stakeholders (e.g. MTA, NYSDOT, NYCDOT, etc.) where you have coordinated the advancement of major projects
  • Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment to position


Ideal candidates will present the following profile:

  • Experience managing and supervising others to effectuate program workload effectively utilizing limited available resources
  • Managerial skills to provide requisite oversight for consultant architectural and engineering and construction services
  • Experience interfacing with and negotiating amongst multiple external stakeholders to resolve conflicts and maintain design consistency
  • Extensive experience in managing and influencing diverse work groups, project teams and internal and external stakeholders
  • Experience coordinating the advancement of major projects amongst multiple state and local agencies in the New York/New Jersey region
  • Demonstrated experience in rail transit planning and/or airport operations, including establishment of project plans, setting priorities, managing risks and coordinating activities with projects of similar size and complexity
  • Proven ability to manage many stakeholders simultaneously and effectively utilize limited resources
  • Knowledge of the Port Authority’s Capital Authorization and Contract Administration Processes
  • Professional Engineer's (PE), Registered Architect's (RA) License in New York and/or New Jersey, or American Institute of Architects (AIA) License
